Federal council adopts options for ocean salmon sport fisheries

Anglers fishing along the Washington coast will likely see a lower catch quota for chinook salmon this year, while the quota for coho is expected to be similar to last season, the Washington Department of Fish and Wildlife (WDFW) announced today.

Three options for ocean salmon fisheries approved today by the Pacific Fishery Management Council (PFMC) anticipate a lower abundance of lower Columbia River hatchery chinook in the ocean, but an increase in Columbia River hatchery coho. The PFMC establishes fishing seasons in ocean waters three to 200 miles off the Pacific coast.

The three options establish a framework for developing fishing opportunities on healthy wild and hatchery stocks while meeting conservation goals for weak salmon populations, said Phil Anderson, WDFW director.

?The abundance of lower Columbia River chinook is forecast to be down from last year, but the expected return should be strong enough to allow for another quality chinook fishery in the ocean,? said Anderson. ?While a higher abundance of Columbia River hatchery coho is forecast this year, the quota will likely be similar to 2012 because of the need to meet conservation objectives for naturally spawning stocks.?

Anderson, who represents WDFW on the management council, said two of the three options include recreational mark-selective fisheries for hatchery chinook in June for the fourth straight year. Mark-selective fisheries allow anglers to catch and keep abundant hatchery salmon, but require that they release wild salmon. Hatchery fish are marked for identification with a missing adipose fin.

The options also include allowing hatchery chinook retention in the LaPush and Neah Bay areas during short halibut openings in May.

About 126,000 lower Columbia River hatchery chinook are expected back this season, about 65,000 fewer fish than anticipated last year. Those salmon, known as ?tules,? are the backbone of the recreational ocean chinook fishery.

The abundance of Columbia River coho is forecast to be about 500,000 fish, about 183,000 more fish than last year?s forecast. Columbia River coho also account for a significant portion of the ocean catch.

The PFMC is expected to approve final harvest guidelines for this year?s recreational ocean fishery in early April. The three options announced today establish parameters for state and tribal fishery managers in designing this year?s fishing seasons. The recreational fishing options are:

Option 1 ? 51,500 chinook and 75,600 coho.
Option 2 ? 41,500 chinook and 71,400 coho.
Option 3 ? 30,000 chinook and 63,000 coho.
The PFMC last year adopted recreational ocean fishing quotas of 51,500 chinook and 69,720 coho salmon.

Under each option for this year, the ocean recreational fishery would vary:

Option 1: The recreational salmon fishing season in marine areas 3 (LaPush) and 4 (Neah Bay) would begin with two three-day openings for hatchery chinook, May 10-12 and May 17-19. The mark-selective fishery for hatchery chinook in those two marine areas would then reopen June 15 and run seven days a week through June 28. Mark selective fisheries for hatchery chinook would be open seven days a week June 8-June 22 in Marine Area 2 (Westport/Ocean Shores) and June 8-June 21 in Marine Area 1 (Ilwaco). In all areas, anglers would have a daily limit of two salmon, except anglers must release coho and wild chinook. The fisheries could close earlier if a coastwide quota of 8,000 hatchery chinook is reached.

The traditional recreational salmon season for chinook and hatchery coho would begin June 22 in Marine Area 1, June 23 in Marine Area 2 and June 29 in marine areas 3 and 4. Anglers would have a daily limit of two salmon in marine areas 3 and 4. Those fishing marine areas 1 and 2 would also have a two-salmon daily limit, but could keep only one chinook. The fishery would be open daily in marine areas 1, 3 and 4, while Marine Area 2 would be open Sunday through Thursday. Anglers also would be allowed to retain one additional pink salmon in marine areas 3 and 4.

Option 2: The recreational salmon fishing season in marine areas 3 and 4 would begin with a three-day opening for hatchery chinook, May 17-19. The mark-selective fishery for hatchery chinook in those two marine areas would then reopen June 15 and run daily through June 21. Mark selective fisheries for hatchery chinook would be open daily June 15-June 29 in Marine Area 2 and June 15-June 21 in Marine Area 1. In all areas, anglers would have a daily limit of two salmon, except anglers must release coho and wild chinook. The fisheries could close earlier if a coastwide quota of 8,000 hatchery chinook is reached.

The traditional recreational salmon season would then open for chinook and hatchery coho June 22 in marine areas 1, 3 and 4 and June 30 in Marine Area 2. The season would run through Sept. 22 in marine areas 2, 3 and 4 and through Sept. 30 in Marine Area 1. Marine areas 1, 3 and 4 would be open seven days a week, while Marine Area 2 would be open Sunday through Thursday. Anglers fishing all four marine areas would be allowed to retain one chinook as part of a two-salmon daily limit. Anglers also would be allowed to retain two additional pink salmon in marine areas 3 and 4.

Option 3: The recreational salmon season would open for chinook and hatchery coho June 28 in marine areas 3 and 4, June 29 in Marine Area 1 and June 30 in Marine Area 2. The season would be open Tuesday through Saturday each week in marine areas 3 and 4 through Sept. 15. Marine Area 1 would be open daily through Sept. 30, while Marine Area 2 would be open Sunday through Thursday each week through Sept. 22. Anglers fishing all four marine areas would be allowed to retain one chinook as part of a two-salmon daily limit. Anglers also would be allowed to retain three additional pink salmon in marine areas 3 and 4. Also included in this option is the possibility for anglers to retain both wild and hatchery coho beginning Sept. 1 in all four marine areas.

More details on these ocean options will be available on PFMC?s website at http://www.pcouncil.org/ . A public hearing on the three options for ocean salmon fisheries is scheduled for March 25 in Westport.

Chinook and coho quotas approved by the PFMC will be part of a comprehensive 2013 salmon fishing package, which includes marine and freshwater fisheries throughout Puget Sound, the Columbia River and Washington?s coastal areas. State and tribal co-managers are currently developing those fisheries.

The co-managers will complete the final 2013 salmon fisheries package in conjunction with the PFMC process during its April meeting.

Meanwhile, several public meetings are scheduled in March to discuss regional fisheries issues. (AP) ? Carmelo Anthony simply won't recognize these Denver Nuggets ? even though he had just about everything to do with the makeup of their roster.

The New York Knicks visit the Pepsi Center on Wednesday night in Anthony's first trip back to Denver since forcing his way out of town more than two years ago in a blockbuster trade that reshaped both franchises.

The only familiar face he'll see is that of point guard Ty Lawson. None of the other Nuggets were here when he was wearing powder blue and gold.

Both teams have benefited from the trade that landed the Nuggets a bevy of young players, trade exemptions and draft picks they've used to retool their roster and which gave the Knicks a bona fide star to build a team around.

On the day that he lost his job as quarterback of the Bills, Ryan Fitzpatrick said the reason was simple: The NFL is a results business, and the Bills didn?t get results during his four seasons in Buffalo.

Asked on WGR 550 whether he has any regrets about his tenure in Buffalo, Fitzpatrick said he feels badly not only about losing his own job, but about not being able to save the job of the head coach who put so much faith in him, Chan Gailey.

?I don?t know if regret is the right word, but the biggest thing is the fact that we didn?t get it done the last few years,? Fitzpatrick said. ?With Chan, his whole staff being let go after the season. That was a guy that gave so many people on this roster right now opportunities to play and to shine and guys have stepped up and took advantage of opportunities. The fact that we weren?t able to win, not only to win for the city of Buffalo because they certainly deserve it, but for a man like Chan, that?s probably something I was most disappointed that I couldn?t do a better job of that, a better job of bringing in more wins for a guy that put a lot of faith in me.?

Still, Fitzpatrick said there were good times as well, particularly the win over the Patriots in Week Three of the 2011 season, which made the Bills 3-0.

?I?ve got so many good memories,? Fitzpatrick said. ?The first one playing wise that popped in my head is when we beat New England and just kind of the way the fans had reacted to that victory. The fever within Buffalo, I mean all that was really cool.?

Fitzpatrick also talked about his ?FitzScream? after beating the Raiders in Week Two of 2011.

?That was just pure and utter joy. That was, I don?t know, unbridled enthusiasm,? Fitzpatrick said.

Unfortunately, after the unbridled enthusiasm of the Bills? 3-0 start in 2011, they lost 20 of their next 28 games. That?s what led to Ryan Fitzpatrick?s downfall.

Character Creation Guidelines

Basic:
When your making your character you should keep in mind a few things.

First is the passage of time in this role play. Since the role-play will span many years your character should start out as a younger person. Im not saying make him/her 12 but somewhere between 16 and 26 should be good.

Second, you don't have to be special to be special. By that i mean not everyone is going to have a demon sealed inside them, or a bloodline skill. Don't be tempted to make a character that possesses something like this just for the power they posses, Shinobi without are just as good.

Third, have flaws. There is nothing worse than the character that trains hard without a care in the world, and wants nothing in life but to help others. Give your character depth. Maybe he excells at one form of Jutsu but can barley use the other. Maybe he has a mental or physical limitation. It could be anything, just don't make them perfect.

Fourth, there are countless number of Shinobi villages in Naruto, but in order to keep the role players together the the number of villages active depend on the number of players. There must be atleast five people in a village before another opens up.

The Role of Clans:
Clans play an important role in the Naruto universe and an even bigger role in this one. The Great Shinobi War was purely Clan on Clan warfare because the great Shinobi nations had yet to come to be. Now there are clans that once were mortal enemies living under one banner, while some have excepted this gleefully while others resent it.

The rpers will be the first generation of adults living under the new Shinobi nations. They would have grown up with the war raging on and now they are all faced with a great moral choice. Do they support the the new nations or do they fan the flames of war in their past.

Jutsu:
With Jutsu I believe that the passage of time effect on this roleplay will really shine. According to your Shinobi level you will start with certain Jutsu that everyone knows and you will have your own signatures of course, but it takes time to develop and hone these skills. In one section you may be just now learning to control a Jutsu or ability and in the next you could be close to mastering it. It is also important to note that you shouldn't give yourself Jutsu beyond your ability.

If you have a special Jutsu like Chidori that you developed yourself you must outline it and give the history of how you thought of it and trained using it. You must also list its strength as well as its drawbacks.

Kages:
You are not able to make a Kage. The Kage at the beginning of the rp are the great Shinobi that founded the Shinobi nations and they are not playable characters. Instead as the rp progresses and time goes by your character may become a Kage.

Curse Seals:
The curse seal is a very powerful weapon the rivals the power of the tailed demons and as such isn't to be given lightly. At the start of the rp no one possesses a curse mark, but it is possible to gain one later.

The Tailed Demons:
Ok now heres the part most of you are wondering about, the demons. There are ten different demons and they are all extremely powerful. I obviously cant let ten people start with demons sealed inside them because it would kill the rp completely. So Im only allowing one at the start of the rp. That doesn't mean that you cant aquire one later.

You will make your character sheet listing your information then after each section has passed you will update your age, history, and skills, along with any other important information. Your CS should be as follows.

(AP) ? Venezuela's acting president said Wednesday that it is highly unlikely Hugo Chavez will be embalmed for permanent viewing because the decision to do so was made too late and the socialist leader's body was not properly prepared on time.

"The decision should have been made much earlier," Nicolas Maduro said during a speech at a government-run book fair. "The decision, or really the proposal more than a decision, was made as a product of love."

President Chavez died on March 5. The decision to preserve his body permanently was announced two days later.

Chavez's embalmed body was to be put on display at a military museum on a hill a mile from the presidential palace, where it was to have been transferred on Friday.

Maduro suggested the body would still be placed there.

"The world's best" experts, Russian and Germans, were brought in and consulted on the embalming and advised authorities that it was probably not possible, said Maduro. He did not go into detail.

A Colombian embalmer, Camilo Jaramillo, said that in order to forestall decomposition a body needs to be chemically treated without hours of death ? unless it is kept refrigerated at 41 degrees Fahrenheit (5 degrees Celsius).

"What I really thought was odd, and what raised a lot of questions, is that they were putting him on display in vigil," said Jaramillo.

Indeed, the body was still on display Wednesday at the military academy where it has lain in state for a week.

The idea of placing Chavez on permanent display, like Vladimir Lenin, Ho Chi Minh and Mao Zedong as Maduro said when he announced it, was influenced by visiting leaders, said Maduro.

He did not name the leaders but Presidents Evo Morales of Bolivia, Jose Mujica of Uruguay and Cristina Fernandez of Argentina all arrived in Venezuela the day after Chavez died.

Maduro said that regardless of what authorities decided to do with the body "we will have our comandante open so that our people can accompany him permanently."

"His place of Christian rest will be a most beautiful place, it is already a most beautiful place," he added.

The embalmer, Jaramillo, had one theory as to why the government had apparently changed its mind on embalming.

In several videos recorded before his death, Chavez is seen saying he wishes to be buried in Sabaneta, his hometown.

"He didn't want to be embalmed," said Jaramillo. "Perhaps they took into account some of his wishes."

ORLANDO, Fla. (AP) ? Florida's lieutenant governor resigned and nearly 60 other people were charged in a scandal involving a purported veterans charity that authorities said Wednesday was a front for a $300 million gambling operation.

The organization, Allied Veterans of the World, runs nearly 50 Internet parlors with computerized slot machine-style games, which are normally legal in Florida if most of the proceeds go to charity.

But investigators said the organization's executives gave precious little to veterans and lavished millions on themselves, spending it on boats, beachfront condos and Maseratis, Ferraris and Porsches.

Florida Attorney General Pam Bondi called the alleged scam "callous" and "despicable" and said it "insults every American who ever wore a military uniform."

Lt. Gov. Jennifer Carroll was not among those charged but resigned a day after she was questioned by investigators.

The public relations firm she co-owned, 3 N&JC, did work for St. Augustine-based Allied Veterans. A Navy veteran who served in the Gulf War, Carroll also appeared in a TV ad in 2011 promoting the organization's work on behalf of veterans and their families.

Authorities refused to discuss any ties between the 53-year-old Republican and the investigation. Her aides had no comment.

Carroll said in a statement Wednesday that neither she nor the public relations firm was targeted in the probe, and she stepped down so that her ties to the organization would not be a distraction for Republican Gov. Rick Scott's administration.

The investigation involved 57 arrest warrants and 54 search warrants issued in Florida and five other states: South Carolina, Georgia, Alabama, Nevada and Pennsylvania. As of midafternoon, 49 people had been arrested. Allied Veterans' 49 parlors in Florida were raided and shut down.

Authorities said they seized about 300 bank accounts containing $64.7 million, as well as sports cars and other property.

Bondi said that when charges are formally filed next week they will include racketeering, conspiracy, money laundering and possession of slot machines.

"It is shameful that Allied Veterans of the World allegedly attempted to use the guise of charitable organization to help veterans in order to lend credibility to this $300 million gambling scheme," she said.

A telephone number listed for Allied Veterans was disconnected. Emails to an address on the group's website were not returned. The address Allied listed as its headquarters appeared abandoned, the long, gray cinder-block building bare inside.

Gerald Bailey, commissioner of Florida's Department of Law Enforcement, said the arrests are only the first wave of the investigation and the second wave will look at the "large sums" of money spent on lobbying and donations to political campaigns. He would not give details.

Allied Veterans was founded in 1979 and evolved from a charitable organization that ran bingo games and held bake sales for veterans to a group suspected of widespread illegal gambling around Florida, according to an Internal Revenue Service affidavit. The IRS pronounced the charity a fraud.

One of those arrested, Jacksonville lawyer Kelly Mathis, was identified by authorities as the mastermind of the scheme. He allegedly made about $6 million from the operation.

A woman who answered the phone at Mathis' law firm said no one was available to talk about his arrest.

From 2007 to early 2012, investigators said, they found evidence of nearly $6 million in what appear to be charitable donations by Allied Veterans. That was only about 2 percent of the more than $290 million made from gambling during that period, they said.

Most of the money went to for-profit companies and the operators of Allied Veterans, authorities said.

To play games at one of the Internet cafes, a customer gets a prepaid card and then goes to a computer. The games, with spinning wheels similar to slot machines, have names such as "Captain Cash," ''Lucky Shamrocks" and "Money Bunny." Winners go back to a cashier with their cards and cash out.

Each of the locations had rows of computers and a big sign that read: "This is not a gaming establishment." On the walls were photos of company executives making donations and letters of recognition from some of the charities that supposedly benefited.

In Anadarko, Okla., the owner of International Internet Technologies, a company accused of supplying the cafes with software, was arrested along with his wife. Chase Egan Burns, 37, and Kristin Burns, 38, face charges including racketeering and conspiracy.

International Internet Technologies made $63 million from the Florida operation from 2007 to 2010, according to the IRS.

"What we do is legal," Chase Burns told The Oklahoman on Monday.

Carroll served 20 years in the Navy, working as a jet mechanic before retiring as a lieutenant commander. She was elected Florida's first black lieutenant governor in 2010, winning office as Scott's running mate. She is also a former executive director of the Florida Department of Veterans' Affairs.

A married mother of three, Carroll has a son who plays for the Miami Dolphins.

Carroll became embroiled in a short-lived scandal last year when a fired staffer claimed that she walked in on Carroll and a female aide in a compromising position. Carroll denied that.

She became the brunt of late-night talk show hosts after she told a TV station that black women who look like her "don't engage in relationships like that." She later apologized for any implication that black lesbians are unattractive.

SKorea, US begin drills as NKorea threatens war

SEOUL, South Korea (AP) ? South Korea and the United States began annual military drills Monday despite North Korean threats to respond by voiding the armistice that ended the Korean War and launching a nuclear attack on the U.S.

After the start of the drills, South Korean officials said their northern counterparts didn't answer two calls on a hotline between the sides, apparently following through on an earlier vow to cut the communication channel because of the drills.

Pyongyang has launched a bombast-filled propaganda campaign against the drills, which involve 10,000 South Korean and about 3,000 American troops, and last week's U.N. vote to impose new sanctions over the North's Feb. 12 nuclear test. Analysts believe that much of that campaign is meant to shore up loyalty among citizens and the military for North Korea's young leader, Kim Jong Un.

Pyongyang isn't believed to be able to build a warhead small enough to mount on a long-range missile, and the North's military has repeatedly vowed in the past to scrap the 1953 armistice. North Korea wants a formal peace treaty, security guarantees and other concessions, as well as the removal of 28,500 U.S. troops stationed in South Korea.

Still, South Korean and U.S. officials have been closely monitoring Pyongyang's actions and parsing the torrent of recent rhetoric from the North, which has been more warlike than usual.

North Korea regularly claims South Korea-U.S. drills are a preparation for invasion, but Pyongyang has signaled more worry about the drills that began Monday. The drills follow U.N. sanctions that the North says are the result of U.S. hostility aimed at toppling its political system.

North Korea has also warned South Korea of a nuclear war on the divided peninsula and said it was cancelling nonaggression pacts.

Under newly inaugurated President Park Geun-hye, South Korea's Defense Ministry, which often brushes off North Korean threats, has looked to send a message of strength in response to the latest threats. The ministry warned Friday that the North's government would "evaporate from the face of the Earth" if it ever used a nuclear weapon. The White House also said the U.S. is fully capable of defending itself against a North Korean ballistic attack.

North Korea has said the U.S. mainland is within the range of its long-range missiles, and an army general told a Pyongyang rally last week that the military is ready to fire a long-range nuclear-armed missile to turn Washington into a "sea of fire."

While outside scientists are still trying to determine specifics, the North's rocket test in December and third atomic bomb test last month may have pushed the country a step closer to acquiring the ability to hit the U.S. with weapons of mass destruction. Analysts, however, say Pyongyang is still years away from acquiring the smaller, lighter nuclear warheads needed for a credible nuclear missile program.

But there are still worries about a smaller conflict. North Korea has a variety of missiles and other weapons capable of striking South Korea. In 2010, North Korea shelled a South Korean island and allegedly torpedoed a South Korean warship, killing a total of 50 South Koreans.

Both incidents occurred near the disputed western sea boundary, a recurring flashpoint between the Koreas that has seen three other bloody naval skirmishes since 1999.

Kim Jong Un visited two islands just north of the sea boundary last week and ordered troops there to open fire immediately if a single enemy shell is fired on North Korean waters. Kim was also quoted as saying his military is fully ready to fight an "all-out war" and that he will order a "just, great advance for national unification" if the enemy makes even a slight provocation, according to the North's official Korean Central News Agency.

Despite the threats, South Korea and the U.S. began the 11-day war games as scheduled Monday. The allies have repeatedly said the drills and other joint exercises are defensive in nature and they have no intention of attacking the North.

A U.S. military statement said the exercise is not related to current events on the Korean Peninsula.

The drills are part of larger war games that began March 1 and are set to go on for two months.

U.S. troops in South Korea are meant to prevent North Korean aggression, U.S. and South Korean officials say, and are a legacy of the Korean War, which ended with the peace treaty that leaves the Korean Peninsula still technically in a state of war.

Who better to ask for relationship advice than a woman whose marriage lasted 73 years?

Barbara ?Cutie? Cooper, the feisty and funny 96-year-old who blogs, tweets, posts to YouTube and Facebook, has been taking questions for years.

The Los Angeles-based font of wisdom even has time for old-school media: she?s written a book with her two granddaughters. It?s called ?Fall In Love For Life: Inspiration from a 73-Year Marriage.?

And that?s where you?ll find some nuggets of her grandmotherly wisdom on love and loss and finding a long-term mate.

?Even if you don?t feel as in touch with your intuition as I do, the truth is that in love and in friendship, your heart will tell you ? if you will just left it,? she writes.

Cooper?s book, written with granddaughters Kim Cooper and Chinta Cooper, details her life with her husband, Harry ?Pop Pop? Cooper, who died in 2010 at age 98. The pair lived for many years in Boyle Heights on the eastside of Los Angeles.

After Harry became very ill, the granddaughters teamed up to keep the still-spry Cutie active by writing the book together.

As a couple, the Coopers, in their 90s, had already become a bit of a YouTube sensation when they begun blogging together at ?the Original Grandparents,? or ?the OGs.?

?As soon as we turned the camera on them ? they just turned into these amazing characters,? granddaughter Kim Cooper said. ?They were just more.?

But when Harry took a turn for the worse, the granddaughters wanted to keep Cutie from becoming sick too. So they drew the details of the couple?s 73-year-marriage out of Cutie and plotted to write a book.

The 208-page volume shows she?s a realist who tells it straight.

The message is: ?If you have to ask yourself if he?s the right guy, he?s not.?

?She just says, ?Move on; there?s better out there,?? Kim Cooper says. ?She doesn?t have a lot of patience with guys who don?t make women happy.?

Cutie isn?t much of one for a phone interview, so NBC4 didn?t get to talk to her for this story. But Kim Cooper, a music critic who also runs a company that gives tours of historic sites in Los Angeles, clearly adores her grandmother and is eager to share about her exploits.

?She?s irrepressible,? Cooper said. ?She?s mischievous; she?s sassy. She?s not even 5 feet tall.?

In addition to many appearances in press and on television, Cutie can now claim to be a bestseller on Amazon.com too.

'Fifty Shades' author to publish writing guide

(AP) ? A new book from E L James will be a how-to guide on one of life's most enduring passions: writing.

Vintage Books announced Monday that James has collaborated with the publisher on "Fifty Shades of Grey: Inner Goddess (A Journal)."

It combines professional advice from the million-selling author and lined pages for readers to set down their own ideas, or "inner goddess." Vintage says the journal will have a soft leather cover, "bonded." Vintage is a paperback imprint of Random House Inc.

James' erotic trilogy was acquired by Vintage last year and has sold more than 70 million copies worldwide. The "Inner Goddess" journal will be published May 1.

Great Employment News Much Worse Than Great: Economy Shed ...

Economists were surprised by the massive "beat" in today's reported job numbers. The unemployment rate dropped .2 to 7.7% and the economy allegedly added 236,000 jobs.

Is that what really happened? No not really.

According to the household survey (on which the unemployment rate is based) the economy added a healthy 170,000 jobs. However, a whopping 446,000 of those jobs were part-time jobs. Simply put, the economy shed 276,000 full-time jobs.

The BLS labeled those 446,000 part-time jobs as "voluntary". I am not so sure.

A Gallup Survey yesterday on Jobs show the percentage of workers working part time but wanting full-time work was 10.1% in February, an increase from 9.6% in January, and the highest rate measured since January 2012.

Gallup notes "Although fewer people are unemployed now than a year ago, they are not migrating to full-time jobs for an employer. In fact, fewer Americans are working full-time for an employer than were doing so a year ago, and more Americans are working part time. Although part-time work is clearly better than no work at all, these are not the types of good jobs that millions of Americans are still searching for."

Memorabilia vendors prep for new pope

ROME, Italy -- It is a significant event in world history, so what better way to commemorate the choosing of a new pope than with a decorative plate, or maybe a set of prayer cards and matching rosary beads?

While officials at the Vatican began physical preparations for the papal conclave, including the installation on Saturday of the chimney stack from which white smoke will indicate the new pope, Rome?s souvenir industry was also making plans.

Vendors said tens of thousands of ornaments and posters bearing the image of the new pope are expected to be on sale ? sometimes within hours of the announcement of his name.

?As soon as the new pope is chosen, our suppliers are ready to go to work straight away ? boom, boom, boom, just like that,? explained Rosanna Barone, a sales assistant at one of the shops and stalls that line the Via della Conciliazione, the thoroughfare linking St Peter?s Basilica to the west bank of the River Tiber.

?Some of the things are made in Rome and we can have them quickly,? she said. ?For the cards and maybe mugs, things that are easier to make, maybe we will have them the next day or the day after.?

Alabaster figurines, typically made in Italy?s Tuscany region, and items from China will take longer.

Even for a storied city that attracts tourists year-round, the sheer range of religious keepsakes, icons and trinkets on offer on the Via della Conciliazione and around St Peter?s Square is a remarkable sight.

From crucifixes to cigarette-lighters, key-rings to refrigerator magnets, all manner of items come adorned with the pope?s face or signature.

Among the items on sale on Saturday were a Pope Benedict XVI bottle-opener ($5), an ashtray featuring St Peter?s Basilica ($6.50) and a pair of men?s polyester boxer shorts with an anatomically-enhanced image of Michaelangelo?s Statue of David ($2.50).

At the other end of the scale, pilgrims can choose from table-top nativity scenes ($110), official certificates blessed by the Vatican ($35, plus postage) or a 3-foot ceramic statue of the Virgin Mary ($685).

It?s a serious business both for the small stalls and shops, and the Vatican itself. More than?5 million tourists see inside the Vatican?s grounds and museums?every year ? almost as many as New York?s Metropolitan Museum of Art.

Museum tickets and official merchandise sales contributed most of the Vatican City state?s $113 million income in 2011, keeping its accounts in the black: it made a $12.m surplus.

The unexpected abdication of Pope Benedict created a headache, but also an opportunity.

The cardinals will fill out ballots in the Sistine Chapel until all 77 ballots ? two-thirds plus one of the cardinal electors ? reach a consensus. NBC's Anne Thompson reports.

An official set of stamps commemorating the sede vacante ? the period during that the church is without a leader ? was on sale Saturday for $32.

?That is a big seller, a collector?s item,? said Maria, sales assistant in a store on the Piazza del Papa Pio XII (she declined to give her family name).

Also becoming collector?s items ?were the Pope Benedict XVI 2014 calendar and the official Vatican Pope Benedict XVI 2013 diary.

Who buys all these items?

?Our biggest customers are Spanish,? said Mario Rosid, 54, who has run a stall in the shadow of the Vatican for almost 25 years.

The most popular items? ?Anything with John Paul II,? he said. ?He is the most popular.?

That was echoed by Barone, who said rosary beads, keyrings and other keepsakes with John Paul II?s picture outsold those of Benedict XVI ten-fold. Many items feature the name or picture of both the last two popes.

About half the souvenirs are made in Italy, with the rest mostly from China, where factories are expected to begin making items with the face of the next pope as soon as the announcement is made.

Chen Shaojiang,, from Tiantai Tantou Huanan Craft Factory, which exported Catholics keepsakes to Europe and the United States, is capable of producing up to 300,000 sets of rosary beads a month. He said it would take up to 25 days to ship new items.

The gap doesn?t worry Rome?s street vendors.

?It?s the Vatican, and people will always come here, whoever is the pope,? said Rosid. ?The different name doesn?t matter to people. The pope is the pope is the pope.?

?Mesclun? is an old Occitane term that simply means ?mixture?. This restaurant?s name alone perfectly sums up the kind of food experience Mesclun Restaurant and Caf? has to offer because their menu items truly are a mix of everything delicious and world-class.

Chef Katrina Kuhn-Alcantara, the mastermind behind the slabwich-y goodness of Chuck?s Deli, is a self-confessed late bloomer when it comes to the food business. Although their family was involved in the ice cream business (Arce Dairy), none of them were actually raised in a cooking clan. ?Initially, I only wanted to study pastry,? Chef Kat shares. ?But the course was designed that if you did pastry, or cuisine and pastry, it would be the same amount of time. So I thought I might as well do both. Then when I graduated, when it was time to work, I chose cuisine.?

Her vision for Mesclun was not as crystal clear as it could be in the beginning. She does, however, believe that it translates well through the dishes she chose to prepare because they are still very much influenced by various facets of her life and of her experiences. ?I wanted to do a menu that wasn?t very cuisine-specific,? she says. ?I wanted something that was not limiting in terms of what we could offer.?

Some of Chef Kat?s favorite menu items are her flammekeuche and sourdough pizzas. Acccoring to her, the sourdough culture, though infused with the all-familiar Italian spirit, is not something that is very well-known to Filipinos. We sampled both her Bacon (P270) and her Anchovies (P245), which, I feel, would appeal to different kinds of patrons. The bacon pizza has a simple, comforting taste. Its main ingredients are basically bacon, onion, with cr?me fraiche and nutmeg. The anchovy-flavored pizza, on the other hand, has a bolder, more adventurous taste. The prime ingredients for this dish are tomato sauce, mozzarella, anchovies, capers and basil. Being a fan of flavorful food with herbs and spices, I enjoyed this dish immensely.

The Chimichurri Chicken (P325) is a plateful of mouth-watering chicken fillets with chimichurri sauce and grana padano, and can be served with mashed potatoes, skillet potatoes or rice pilaf. Again, this has something of a comfort food vibe because it leaves you warm and happy after partaking of it. The same can be said of Mesclun?s Guava Pork Adobo (P345), which is just perfect with a subtle hint of guava to add a play on flavor. My absolute favourite among their main courses, however, is the Ulang Thermidor (P795). It is baked ulang on black ink seafood?yes, black risotto!?risotto with grana padano slivers. I love how the light creaminess of the prawn merged with the squid ink seafood risotto to create something balanced and exciting.

For dessert, we tried the Flourless Chocolate Cake (P245) with a scoop of French vanilla ice cream. Flourless cakes are gluten-free and make use of the chocolate?s natural starch, which make them a wee bit healthier and just as delicious to consume. This cake is served straight from the oven, which makes it a very satisfying sweet ending to any savory dish. We also had the Mango and Condensed Milk Crepe (P215), an excellent choice of dessert for the fruit-loving customers.

Chef Kat harbors nothing but love for her newest restaurant. Here at Mesclun, she has the freedom to play with her menu selections, which, in turn, offers the customers the same privilege. ?I?m very proud of this menu,? she states. ?It?s very fun for me and I?m glad that I can keep changing it.?

AP source: Obama poised to pick Perez for Labor

(AP) ? Two people familiar with the White House deliberations say President Barack Obama is poised to select Justice Department official Thomas Perez as the next labor secretary.

The people spoke on condition of anonymity because the official announcement has not yet been made.

Perez is head of the Justice Department's Civil Rights Division and previously served as Maryland's labor secretary. He is expected to have solid support from organized labor and the Hispanic community, which is eager to have Hispanic representation in Obama's cabinet.

Perez was the first Latino elected to the Montgomery County Council in Maryland, where he served from 2002 to 2006.

If confirmed, he would replace Hilda Solis, who resigned in January to return to her native California.

The White House declined to comment.

Tomblin's revised education reform bill gives concessions to teachers

A revised version of Gov. Earl Ray Tomblin's education reform bill is expected to include major concessions to teachers who have railed against the legislation in recent days.

CHARLESTON, W.Va. -- A revised version of Gov. Earl Ray Tomblin's education reform bill is expected to include major concessions to teachers who have railed against the legislation in recent days.

The substitute bill won't include a major overhaul of teacher hiring practices under a compromise being discussed, according to those familiar with the negotiations. Teachers also won't be stripped of faculty senate days. And teachers affiliated with the national Teach of America program would have to follow the same rules as other beginning teachers in West Virginia.

"Teachers across the state have voiced their concerns loudly," said Dale Lee, president of the West Virginia Education Association. "And I'm pleased to see that their voices are being heard."

Judy Hale, president of the American Federation of Teachers - West Virginia, also was optimistic about Tomblin's revised bill Thursday. Last week, she called Tomblin's legislation the "ugliest bill I've seen in 30 years."

"I'm very encouraged by the progress that has been made [Thursday]," Hale said. "I do believe now we're eventually going to get a good bill, a bill we can all feel comfortable with."

Senate Education Committee members postponed a vote on Tomblin's education reform bill until Tuesday afternoon. The committee is still fine-tuning and proofreading the substitute bill.

"We're getting pretty close to consensus, but we're not there yet," said Senate Education Committee Chairman Robert Plymale, D-Wayne. "I do not feel comfortable with it right now. This is a very complicated bill."

Rob Alsop, Tomblin's chief of staff, took part in the bill's negotiations Thursday afternoon.

"I think we're making progress," Alsop said. "We want to get the bill right."

Tomblin's original bill de-emphasized the role seniority plays in teacher hiring. The revised version being discussed would give equal weight to seniority and seven other factors - much like current hiring laws, according to those who took part in negotiations Thursday. The revised bill also removes a provision that would have allowed county school boards to repost job openings to attract additional applications.

Tomblin's initial bill reduced faculty senate days to one a year. But the revised version under discussion would allow schools to hold four to six faculty senate days.

Teachers also have denounced Tomblin's legislation for cutting some teacher planning periods from an hour to 30 minutes a day. The reduced time period might not make it into the bill's final version, union leaders said.

"I think the language is going to change," Lee said.

Last year, a statewide education efficiency audit recommended that West Virginia schools allow the national Teach for America program to operate in the state. The program takes recent college graduates - most without teaching degrees - and places them in struggling schools.

Tomblin's initial bill incorporated that suggestion, which West Virginia teachers unions opposed. The revised version of Tomblin's bill would require Teach for America teachers to work toward their West Virginia teaching certification - just as all new teachers in the state must do.

"There are still many issues we're discussing," Lee said. "We will continue to have those discussions to try to come to some consensus on a bill that makes sense for the students of West Virginia."

Many of Tomblin's proposed reforms will remain in the bill's updated version. Those include measures that expand pre-kindergarten programs, ensure third-graders are reading at grade level and give county school boards more flexibility to set their school-year calendars. The final version also is expected to remove from state law a requirement that West Virginia's state schools superintendent must hold a master's degree in education administration.

Dow logs another new record ahead of jobs report

Stocks finished higher Thursday, with the Dow posting fresh all-time highs for the third-straight day, following an upbeat weekly jobless claims report and ahead of the widely-watched monthly government jobs data.

For the week so far, all three major averages are up more than 1 percent across the board. The S&P 500 and Nasdaq are on pace for their biggest weekly gains in nine weeks.

The Dow Jones Industrial Average gained 33.25 points to end at 14,329.49, led by Boeing and Bank of America.

The S&P 500 rose 2.80 points to close at 1,544.26. And the Nasdaq added 9.72 points to finish at 3,232.09.

The CBOE Volatility Index (VIX), widely considered the best gauge of fear in the market, slid near 13.

Among key S&P sectors, financials and techs led, while utilitiesedged lower.

"There's further upside for the market?investors should be looking for some dips rather than chasing aggressively here," said Russ Koesterich, chief investment strategist at Blackrock, adding investors should look at energy companies and international stocks that have lagged.

Despite the recent market upside, Koesterich anticipates more volatility in the second quarter.

"You have some scope of disappointment in the second quarter as you start to see the full impact of the sequester and the tax hikes," he warned. "Can companies deliver when there are economic headwinds?"

Major banks including Bank of America, Goldman Sachs and JPMorgan traded higher ahead of the Federal Reserve's stress test results. The annual stress tests aim to measure how well the nation's 19 largest banks are positioned in case of another financial crisis.

Facebook held gains after the social-networking giant unveiled new changes to the site's news feed, which will have an emphasis on photos.

Gap jumped after being temporarily halted after a vendor inadvertently posted its same-store sales prematurely on its public website. The retailer's same-store sales in February rose 3 percent. Gap was in the process of shifting its sales reporting from pre-market to after the closing bell.

"[Gap] talked about women's business being strong and denims. Women's is always your business and when you get denim working, that's a plus. And you're gonna see a return for denim in the spring," said Dana Telsey, CEO of Telsey Advisory Group. "[Also,] Gap's a beneficiary of JCPenney's weakness."

Earlier, JCPenney announced it is laying off 2,200 employees, according to a report from The Dallas Morning News. The cuts follow another 19,000 employees that have been laid off in the past year as the retailer continues to struggle with dropping sales.

Limited Brands, TJX and Costco edged higher after both retailers were among several chains stores that reported better-than-expected sales in February. Meanwhile, several major retailers including Target, Macy's, Nordstrom andKohl's, stopped reporting monthly sales.

Boeing continued to trade higher after the U.S. National Transportation Safety Board said it is examining the lithium-ion battery on the 787 Dreamliner, but has yet to find the cause of the fire in January. Earlier, Boeing touched its highest level since June 2008.

Time Warner rose to its best level in nearly 11 years after the media company said it will spin off its Time Inc. magazine division. The company plans to complete the process by the end of the year. The decision came after a deal to merge most of the magazine group with Meredith fell apart. At least four brokerages raised their price target on Time Warner.

Hot Topic skyrocketed after private-equity firm Sycamore Partners announced it will buy the teen apparel retailer for $14 a share in cash.

Colgate-Palmolive edged higher after the household products manufacturer said it is planning a two-for-one stock split and a 10 percent increase in its dividend.

Green Mountain rose after the specialty coffee maker said the Lipton hot and iced teas will be available in K-Cup and Vue packs starting this summer.

Among earnings, Smithfield Foods gained after the pork producer posted quarterly results that topped Wall Street expectations, thanks to higher sales of its packaged products. Kroger advanced after the supermarket chain swung to a quarterly profit after total sales matched Wall Street estimates.

H&R Block and Pandora are among notable companies slated to report earnings after the closing bell.

European shares pared their early gains after the European Central Bank kept its interest rates unchanged at a record low of 0.75 percent, as expected. And the Bank of England kept its benchmark interest rate unchanged at 0.5 percent and held the size of its asset purchase program at 375 billion pounds.

"A gradual recovery should commencein the second part (of 2013)," said ECB President Mario Draghi at a news conference following the rate decision. "Inflation expectations for the euro area remain firmly anchored, in line with our aim of maintaining inflation rates below but close to 2 percent over the medium term. Overall, this will allow our monetary policy stance to remain accommodative."

The Nikkei came off a four-and-a-half year high but held onto most of its gains amid after the Bank of Japan opted to leave its monetary policy unchanged. Investors widely expected the move, and are looking ahead to April's meeting for bold stimulus under Haruhiko Kuroda's new leadership.

On the economic front, jobless claims unexpectedly declined to a seasonally adjusted 340,000 last week, according to the Labor Department, versus expectations for a gain to 355,000. And the four-week moving average fell to hit itslowest level since March 2008. But planned layoffs climbed in February as the financial sector cut the most employees in over a year, according to the report from consultants Challenger, Gray & Christmas.

The employment data come one day before the Labor Department reports non-farm payroll figures, with economists expecting a gain of 160,000.

Also on the economic front, the U.S. trade deficit expanded to $44.45 billion in January, according to the Commerce Department. And productivity slid at a 1.9 percent annual rate in the fourth quarter, the fastest pace in nearly four years, according to the Labor Department.

And consumer credit rose at an annual rate of 7 percent, or $16.15 billion in January from December, according to the Federal Reserve. Economists polled by Reuters had expected consumer credit to rise $14.50 billion in January.
