Del Ponte joins U.N. war crimes inquiry on Syria

GENEVA (Reuters) - Carla del Ponte, the International Criminal Court's former chief prosecutor, was on Friday appointed a member of a United Nations commission investigating war crimes in Syria.

The commission is gathering evidence for possible future trials of individuals and military units suspected of committing abuses in the 18-month-old conflict in which forces loyal to President Bashar al-Assad are seeking to quell an uprising against him.

Switzerland proposed that del Ponte, a former Swiss attorney-general, become a commissioner and lobbied hard on her behalf, overcoming resistance by some countries that found her too controversial, diplomats said.

Laura Dupuy Lasserre, president of the U.N. Human Rights Council, said she had appointed del Ponte and Vitit Muntarbhorn to the Commission of Inquiry to join Brazilian Paulo Pinheiro and American Karen Abuzayd.

"Both have a long track record which has been recognized at the highest possible level internationally," she told the Council at the end of a three-week session. "Their reputation is of impartial, independent and objective human rights work."

The appointment of such an experienced lawyer as del Ponte suggests the United Nations is determined to try to build a solid criminal case and bring human rights violators to justice.

Del Ponte's eight years at the Hague-based court were dominated by the pursuit and trial of former Yugoslav President Slobodan Milosevic, who died in 2006 before sentencing.

"She brings strong investigative skills and an ability to better systematize and use the huge amount of information that the Commission of Inquiry is putting together with a view to prosecution one day," European Union (EU) Ambassador Mariangela Zappia told Reuters.

EXTENDED MANDATE

Peter Splinter, a spokesman for Amnesty International, said: "She will bring valuable knowledge and experience to an already strong commission team."

Muntarbhorn is a veteran expert from Thailand who has served as U.N. special rapporteur on North Korea.

Earlier, the Council extended the mandate of the Syria inquiry by another six months and condemned violations by government forces and pro-Assad militias but also by rebel fighters.

The 47-member forum adopted a resolution by a vote of 41 states in favor, with three states - China, Cuba and Russia - against and three abstentions.

Russia, Syria's ally, voiced concerns about the probe.

"We regret the fact that it has been difficult to achieve official access to Syria, one has to cope with rumors and fabricated data," Russian diplomat Vladimir Zheglov said.

"Therefore, we call upon the commission to act objectively and in a non-politicized way and to use verified facts."

Faysal Khabbaz Hamoui, Syria's ambassador, rejected the text of the resolution submitted by seven Arab states and backed by Western powers as "highly-politicized and selective".

He accused Islamist "terrorists" of fuelling the violence in his country, where activists say 30,000 people have been killed.

The international inquiry led by Pinheiro, set up a year ago, has interviewed more than 1,100 victims, refugees and defectors, documenting massacres including the one at Houla near Homs in May. But it has been denied access to Syria.

Earlier this month, it expanded its secret list of Syrians suspected of committing war crimes and crimes against humanity, including executions and torture, who it says should face future prosecution.

Small carrier Cellcom just announced pricing details for the iPhone 5, which it will offer starting this Friday, September 28th. Apple's latest smartphone will run on the carrier's 3G network, and pricing for the various models is as follows: $149 for the 16GB version, $249 for 32GB and $349 for 64GB. iPhone 5 owners on Cellcom will have to choose one of four plans, ranging from $69.95 for unlimited testing and 200 voice minutes to $109.95 for unlimited voice, text and 2,048MB of data. Study points to potential for improvement in the care, quality of life of epilepsy patients

ScienceDaily (Sep. 28, 2012) ? Routine screening for psychiatric, cognitive and social problems could enhance the quality of care and quality of life for children and adults with epilepsy, according to a study by UC Irvine neurologist Dr. Jack Lin and colleagues at the University of Wisconsin-Madison and Amedeo Avogadro University in Italy.

Physicians who treat those with epilepsy often focus on seizures, Lin said. However, patients show an increased prevalence of psychiatric issues (mood, anxiety or attention-deficit/hyperactivity disorders), cognitive disorders (in memory, language or problem solving) and social difficulties (involving employment or personal interactions). The relationship between epilepsy and these complications is complex and poorly understood. Lin said they may present greater problems for a patient if left untreated.

"Screening for psychiatric, cognitive and social comorbidities is essential not only in established cases but also with newly diagnosed epilepsy," Lin said. "By doing so, we can ensure that these issues are treated and that patients have a better quality of life."

He emphasized that screening should also be conducted prior to any new drug treatment.

Problems that occur in conjunction with childhood and adult epilepsy are referred to by doctors as comorbidities, meaning that they have a greater than coincidental chance of appearing alongside each other though there is not necessarily a causal relationship between them.

The study suggests a number of possible factors responsible for these comorbidities, including the characteristics of epilepsy and its medication protocol, underlying brain disorders, and epilepsy-related disruptions of normal neurodevelopment and aging.

While experts have begun to recognize the effects of psychiatric, cognitive and social comorbidities in epilepsy, Lin noted, gaps remain in the early detection, treatment and prevention of these issues.

Bizarre tumor case may lead to custom cancer care

It's a medical nightmare: a 24-year-old man endures 350 surgeries since childhood to remove growths that keep coming back in his throat and have spread to his lungs, threatening his life. Now doctors have found a way to help him by way of a scientific coup that holds promise for millions of cancer patients.

The bizarre case is the first use in a patient of a new discovery: how to keep ordinary and cancerous cells alive indefinitely in the lab.

The discovery allows doctors to grow "mini tumors" from each patient's cancer in a lab dish, then test various drugs or combinations on them to see which works best. It takes only a few cells from a biopsy and less than two weeks to do, with materials and methods common in most hospitals.

Although the approach needs much more testing against many different types of cancer, researchers think it could offer a cheap, simple way to personalize treatment without having to analyze each patient's genes.

"We see a lot of potential for it," said one study leader, Dr. Richard Schlegel, pathology chief at Georgetown Lombardi Comprehensive Cancer Center in Washington. "Almost everyone could do it easily."

An independent expert agreed.

For infections, it's routine to grow bacteria from a patient in lab dishes to see which antibiotics work best, Dr. George Q. Daley of Children's Hospital Boston and the Harvard Stem Cell Institute said in an email. "But this has never been possible with cancer cells because they don't easily grow in culture," he said.

The new technique may reveal in advance whether a person would be helped by a specific chemotherapy, without risking side effects and lost time if the drug doesn't work. "Pretty nifty," Daley wrote.

In the case of the 24-year-old, described in Thursday's New England Journal of Medicine, lab-dish tests suggested that a drug used to treat a type of blood cancer and some other unrelated conditions might help.

It's not a drug that doctors would have thought to try, because the man technically does not have cancer. But his lung tumor shrank after a few months of treatment, and he has been stable for more than a year. He still has to have operations to remove throat growths that keep coming back, but only about once every five months.

The man, an information technology specialist in suburban Washington who asked to remain anonymous to protect his privacy, has recurrent respiratory papillomatosis, or RRP. It's usually due to infection at birth with certain types of a virus, HPV, that causes genital warts.

The condition causes wartlike growths in the throat, usually around the voice box. These growths usually are noncancerous but can turn malignant, and even benign ones can prove fatal if they spread to the lungs. The main treatment is surgery, usually with lasers to vaporize the growths and keep them from choking off the airway or making it hard to talk.

About 10,000 or more people in the U.S. have the disease, said Jennifer Woo, president of the RRP Foundation. Woo, 29, is a medical student at Georgetown and one of the researchers on the study. She also has the condition but said it is confined to her throat and has required only about 20 surgeries so far.

The man in the study has a much more serious case.

"I was diagnosed when I was 3 or 4. At first, I had to have surgery every 7 to 10 days," the man said in a phone interview. "I get short of breath and my voice will get more hoarse."

Two years ago, the growths to his lungs became extensive and life-threatening, and his physician, Dr. Scott Myers, described the condition at a meeting of Georgetown hospital specialists. "It's crushing the airway," Myers said.

Doctors suggested that the new lab method pioneered by Schlegel and others might help. It borrows an idea from stem cell researchers: adding mouse cells for nourishment, plus a chemical that prevents cell death to an ordinary lab culture medium. That enabled healthy and cancerous cells to keep growing indefinitely.

Researchers grew "mini tumors" from the man's lung mass and from healthy tissue and screened various drugs against them. One proved ineffective. Another worked against the tumor but at too high a dose to be safe. The third did the trick.

A similar approach could let doctors screen drugs for cancer patients.

"What could be more personalized than taking this person's cell, growing it in culture, finding a drug to treat them and then treat them?" said Doug Melton, co-director of the Harvard Stem Cell Institute. The Georgetown method gives an answer quickly enough that it could save lives, he said.

Tyler Jacks, a cancer researcher at the Massachusetts Institute of Technology and former president of the American Association for Cancer Research, said the next step is to show that this could work for many different cancers and that it leads to better outcomes in patients.

"It seems to have worked in this one instance, but other tumors might prove to be more challenging," he said.

The National Institutes of Health paid for much of this work and has already sent research teams to Georgetown to learn the method. About a dozen other universities have done the same, Schlegel said.

So far, his lab has grown prostate, breast, lung and colon cancer cells.

Georgetown University is seeking a patent on the method.

'Dirty USSD' code could automatically wipe your Samsung TouchWiz device (updated)

'Dirty USSD' code embed can reset your Samsung Galaxy S III  and other TouchWiz devices

The Factory Reset. One of those last ditch efforts that many of us have a fair bit of experience with. However, a malicious embed code could potentially do the exact same thing to your Galaxy S III. The Unstructured Supplementary Service Data (USSD) code (which we won't reproduce here) apparently only works on Samsung phones running Touchwiz, and only if you are directed to the dodgy destination while inside the stock browser (rather than Chrome, for example). This means the Galaxy Nexus is unaffected, but it can work the same dark magic on the likes of the Galaxy S II.

We've been trying to murder a (UK-based) GS III here at Engadget, but with no luck as yet -- we can cause the malicious digits to appear in the dialer, but we can't force the stock browser to visit them as a URL, even when trying a bit of URL forwarding and QR code trickery. However, this particular GS III has been rooted in the past, even though it's now running an official TouchWiz ROM, and that may be interfering with the process.

Aside from our own experiences, the evidence for the vulnerability is certainly strong. It was demonstrated at the Ekoparty security conference last weekend, during which time presenter Ravi Borgaonkar also showed how a different code could even wipe your SIM card. Update: Tweakers.net has been able to replicate the security hole on a Galaxy S Advance, while The Verge has confirmed that it works on both the Galaxy S II and the AT&T Galaxy S III. Samsung has told us it's looking into the issue.

The following is meant as a convenient review of Halachos pertaining to Rosh Yom-Kippur. The Piskei Din for the most part are based purely on the Sugyos, Shulchan Aruch and Ramah, and the Mishna Berura, unless stated otherwise. They are based on my understanding of the aforementioned texts through the teachings of my Rebeim. As individual circumstances are often important in determining the psak in specific cases, and as there may be different approaches to some of the issues, one should always check with one?s Rov first.

Rabbi Krakowski Serves as the OU Kashrut division?s Rabbinical Representative in Israel. He serves as a Posek in the Megido-Towers and Shaarei Chesed Neighborhoods in Jerusalem. Rabbi Krakowski has been mishamesh many Rabbonim and Poskim both In America and in Eretz-Yisroel. Rabbi Krakowski started his Yeshiva years in Beis Hamedrash and Mesivta of Baltimore. He Then continued in Yeshivas Shaar HaTorah Grodna (Queens NY), South Fallsburg, Brisk (Yerushalayim), and currently still learns in Kollel Nachlos Elazar (Yerushalayim).

Hilchos Uminhagei Yom Kippur:

  1. There is a prevalent Minhag to do Kaparos on Erev Yom Kippur.? Kaparos are traditionally done with live chickens. There are those who are Noheg to do Kaparos with money instead of live chickens.
    1. The idea behind Kaparos is that the chickens/money is meant as a symbolic atonement (kaparah) for the person ? should one be deserving of the death penalty (even Misa Beyedei Shamayim)? the chicken (which is then shechted and given to Tzedaka), or the money, symbolically takes the place of the transgressor.
    2. Men and boys use roosters while women and girls use Hens. Expecting women take two ? a rooster and a hen (even if they know that they are having a girl)
    3. One must be careful, when doing Kaparos with chickens not to do it in a way that will cause excessive pain to the chicken, and one should try not to cause the chicken to become a treifa.
    4. Most Jews of Hungarian or Polish descent do Kaparos on chickens, while Jews of German and Lithuanian origin either do it on money or not at all. Sephardim have varying Minhagim.

i.????? The Shulchan Aruch writes against doing Kaparos, and the Gra also is opposed to Kaparos.? The Rama however strongly defends Kaparos, and explains that it is an ancient custom dating back to the Gaonim (others say even before the time of the Geonim).

  1. If one is not Noheg to do Kaparos then perhaps he shouldn?t start. Those who, however, are accustomed to do Kaparos certainly should not stop.
  2. While doing the Kaparos there are various tefilos and psukim one should say, these are printed in most siddurim and machzorim.
  3. On Erev Yom-Kippur one should go to the Mikvah.
    1. All adult men should dip in the mikva.

i.????? As this is mostly for reasons of purity there is little reason for boys who have not physically matured yet to go to the Mikva.

ii.????? There are those that maintain that the purpose for going to the mikva isn?t only for purity reasons, but rather something one should do before doing Teshuva. According to this opinion, it then stands to reason that boys over nine should go to the mikva.

  1. There is an issur for a son to see his father undressed. This issur is for tznius reasons and not for Kibud Av reasons ? thus a father cannot be mochel and allow his son to see him undressed.
  2. The aforementioned issur extends to brothers-in-law, fathers-in- law, and grandfathers.
    1. Since children who aren?t of age to understand the Teshuva process have no reason to go to the Mikvah, and since there also an additional prohibition for them to see their fathers undressed, young boys should not be brought to the mikva.

iii.????? When getting undressed before immersing in the mikve one should remove their underpants last unless they are wearing an undershirt (the bottom layer shirt) that covers their mila (see Meseches Derech Eretz Rabba and Zuta)

  1. There are those that maintain that women, and girls who already understand Teshuva (9+), should go to the mikva as well.

i.????? In most Ashkenazi communities this is not commonly done, and one should therefore not start to do so on one?s own.

ii.????? In some Chasidishe communities there are many that are Noheg that married women go to the Mikva.

  1. The old minhag in Yerushalayim is for women and girls over nine to go to the mikva Erev Yom-Kippur.

iii.????? Amongst the Sephardim there are those that are noheg that women and girls (9+) go to the mikva.

  1. The prevalent Minhag is to go after Chatzos, but before the Seuda Hamafsekes.

i.????? One shouldn?t go before Chatzos, unless there is no other option.

ii.????? It is ok to go after the Seuda Hamafsekes.

  1. Aveilim even during Shiva go to the Mikva Erev Yom-Kippur.
  2. There is a Mitzvah to eat Erev Yom-Kippur.
    1. The Mitzvah exists during the entire day.
    2. One may not fast on Erev-Yom-Kippur.
    3. One must eat at least the seudas Hamafsekes.

i.????? There is a largely accepted minhag to eat two seudos Erev Yom-Kippur: one in the morning and one in the afternoon.

ii.????? One should eat meat for the Seudas Hamafsekes.

  1. There are those that eat Dairy for the morning meal, but many are noheg to eat meat for both.
  2. If one ate the Seuda Hamafsekes and then wishes to eat or drink more after the Seuda, that person should make a stipulation to that effect before or while he is still eating the Seuda Hamafsekes.

i.????? If one didn?t make a verbal stipulation, but did intend to eat after the Seuda Hamafsekes, there is no problem and one can continue eating.

ii.????? If one didn?t stipulate or intend to eat (i.e. didn?t give any thought as to whether or not one wished to eat again) it is advisable not to eat.? If, however, there is a significant reason for eating more, one can do so.

iii.????? ?If one thought that he was not going to eat more, then even if one didn?t verbally say so, one should refrain from eating. If there is a need to eat, one can do so.

iv.????? If one actually said that he was not going to eat again then one may not eat again until after the fast.

  1. Although it is a Mitzva to eat Erev Yom Kippur, we must stop eating some time before the fast begins, as we are obligated to add onto the Kedushas Hayom.
  2. Mincha Erev Yom Kippur:
    1. Mincha occurs prior to the Seuda Hamafsekes.
    2. It is preferable that one daven Mincha in Yom-Tov garb.
    3. It is brought down in the Shulchan Aruch that one should get tapped lightly (symbolic ??lashes??) 39 times with a belt after Mincha.

i.????? Many people do not do put this into practice.

ii.????? These ??lashes?? don?t have a din of Makos (halachic ?lashes?).

iii.????? While one is receiving these ?lashes? one should say viduy.

iv.????? The person giving the ?lashes? should say Vehu Rachum etc. three times.

v.????? The person giving the ?lashes? should be extra careful not to hurt the person receiving the ?lashes?.

vi.????? Prior to receiving ?lashes? Mechila should be given for the humiliation involved in receiving the ?lashes?. As these ?lashes? should be a far cry from anything that would hurt the one receiving them, there is no need to be mochel one for one?s potentially getting hurt.

  1. Seuda Hamafsekes is eaten after Mincha, and should be a lavish Yom-Tov style meal.
    1. One should refrain from eating nuts at this Seuda (particularly almonds)
    2. We don?t eat foods with garlic, nor do we eat dairy products.
    3. There are those that have a minhag to eat stuffed cabbage and/or Creplach.

i.????? If one has these Minhagim it is good to keep to them, but they are not of importance and there is no reason to start.

  1. All foods eaten during the Seuda should be foods that are easy on the stomach and digestive system.
  2. We arenoheg to light a yartzeit-size candle for all married adult man.
    1. A yartzeit-size candle should be placed in the bedroom when a husband and wife will be sleeping in the same room.

i.????? In reality an electric night-light would suffice, but since the minhag is a yartzeit candle it is best not to veer from the minhag.

  1. If there is danger in using a candle then a night-light may be used.
  2. We are also noheg that a yartzeit candle should be lit for each deceased parent.

i.????? The yartzeit candle for a deceased parent shouldn?t be used for Havdala nor should another candle be lit from it.

  1. We light candles as on Shabbos and we recite the bracha of lehadlik ner shel yom-hakipurim, and Shehechiyanu.
    1. On years that Yom-Kippur falls out on Shabbos as does this year?s ? we say shel Shabbos veyom hakipurim.
    2. A woman who lights candles and then goes to shul should not make Shehechiyanu together with everyone else as she already did so when lighting.
    3. We are noheg to cover the table as on Shabbos ? with Shabbos table-cloths.

Yom Kippur:

On Yom Kippur it is forbidden to eat and drink, to wash, to anoint, to wear leather shoes, and to be intimate. In this section we will discuss the particulars of the aforementioned.

?

  1. It is forbidden to eat or drink even the smallest amount; however, while eating a very small amount is only a prohibition, to eat more than a shiur (minimum halachic amount) is a Chiyuv Karress. Therefore, under extenuating circumstances we are more lenient to allow eating and drinking in small amounts (less than the halachic minimum amount) at halachically stipulated intervals.
    1. Someone who might need to eat or drink on Yom-Kippur should discuss these exact measured amounts (Shiurim) and time intervals with a competent Rov.
    2. If one wasn?t planning on doing Shiurim, or wasn?t able to ask a Rov then one should try to wait nine minutes between each eating, or between each drinking.

i.????? Each drinking should be about a small shot glass (like the disposable kind).

ii.????? Each eating should be a similar volume.

  1. Each time a person eats is still an issur therefore one shouldn?t use more Shiurim than nescesary.

i.????? Any type of food may be eaten or drunk when one is doing Shiurim; however, as the number of times one eats or drinks in this manner should be minimized, it?s best that the substance being drunk be hydrating, and the food satiating.

  1. Different types of foods can be combined to form a shiur, and so too are different types of drinks. Drinks and food, however, cannot be combined to form a shiur together.
  2. One doing Shiurim (or who ate/drank less than a shiur) shouldn?t be a shliach tzibur in any capacity. This includes getting an Aliya.

i.????? If one received an Aliya, the Aliya counts and it is OK to accept it.

  1. It is forbidden to wash oneself whatsoever. This includes washing any part of one?s body ? whether in cold or hot water. Since the main prohibition is washing in a way that provides a certain pleasure, exceptions to the rule are made during Yom Kippur in the following situations in which washing is allowed:
    1. Netilas Yadayim in the morning ? until the knuckles.
    2. To wash one?s hands after touching a body part generally covered, scratching one?s scalp, or touching one?s shoe etc. One should also wash hands after using the bathroom even if one?s hands remained clean.
    3. If any body part became dirty. If one requires soap to wash off the dirt one may use a watered down liquid soap to do so.
    4. Even if a women?s Lel-Tevila comes out on Yom Kippur she may not be Tovel until after Yom-Kippur.
    5. One cannot anoint oneself whenever this is done so for the sake of pleasure. This includes cosmetic or minor topical health issues. One can apply ointment to an infection.
      1. One can apply whatever ointments might be necessary to heal a skin infection.
      2. Although some maintain that it is permissible to put on aerosol deodorants on Yom-Kippur, one should avoid doing so by applying a good deodorant Erev-Yom-Kippur.

i.????? One cannot apply perfume or cologne on Yom-Kippur, even according to Poskim who may allow it on Shabbos. Likewise no form of makeup may be applied on Yom-Kippur.

  1. According to the Shulchan Aruch and the traditional Poskim all non-leather shoes may be worn no matter the comfort or style of the shoe; this includes non-leather sneakers and crocks.
    1. Originally some Poskim were opposed to synthetic leather shoes for reasons of Maras Ayin. Since nowadays people are used to the fact that there are many shoes made of synthetic leathers, it seems that it is permissible to wear such shoes.
    2. There is a machlokes Harishonim regarding real shoes fabricated from non-leather substances (see Rosh and Rambam). Some of the Rishonim maintain that all shoes that are commonly worn outdoors are considered shoes regarding the prohibition of shoe wearing on Yom-Kippur. According to these opinions the only footwear permitted would be flip-flop-like sandals or flimsy house slippers etc. This is not the view of the Shulchan Aruch nor is it the common Mesorah.

i.????? There are many Chasidim and Anshei Maaseh who refrain from wearing any footwear.

  1. Some people only wear more substantial footwear outside, but inside refrain from almost all footwear.
  2. If one only has leather shoes and needs to walk somewhere that would require him to wear such shoes, he may do so on his way there but must remove them immediately upon arrival at his destination.
  3. The prohibition of intimacy on Yom-Kippur extends even to touching one?s wife or sleeping in the same bed.
    1. This includes other Harchakos as well.

Who must fast?

As Yom-Kippur is the only Biblical fast, and as not fasting on Yom-Kippur renders one guilty of Karress, there are far fewer leniencies as to who doesn?t need to fast, and as to when a fast may be broken.

  1. All adults above Bar-Bas Mitzva are obligated to fast; this includes nursing and expecting mothers.
    1. Women within three days from birth don?t need to fast. From three days after until seven days after birth it is the new mother who is central in determining: if she feels she needs to eat she can eat; if she feels she can fast she then should.
    2. Obviously anybody for whom not eating on Yom Kippur is life-threatening should not fast. However if one can get away with Shiurim then one should not eat in any other fashion.
    3. Anyone who would be dangerously affected by not eating should discuss the predicament with a physician and a Rov.
    4. Minors over age nine should not eat on Yom-Kippur night, and should put off their first eating to an hour or two later than their usual first meal.
      1. They should not delay eating by more than an hour or two.
      2. Minors over the age of eleven, whether boy or girl, are rabbinicaly obligated to fast the whole day.
      3. Children below age nine should not fast at all.

As fasting on Yom-Kippur is the most integral part of the day, and the most important element in achieving atonement, it is important to make one?s ability to fast the main focus. Therefore Nursing and expecting mothers, and likewise all sick or weak people should stay in bed as much as they can ? even at the expense of Tefilla Betzibur, or even davening altogether.

Other Minhagim of Yom-Kippur:

  1. There is a minhag to stay up all night Yom Kippur.
    1. As for most people this would make the fast considerably harder, it is not advisable to do so.
    2. There is a Minhag to finish the entire Sefer Tehilim on Yom-Kippur.
    3. There are those who are careful even if they sleep at night, not go to sleep during the entire day.
      1. This is more important than not sleeping at night. Therefore if by not sleeping at night someone will need to take a nap during the day, it is then far better to sleep at night and to stay awake all day.
      2. There is a minhag to stand the whole day.
        1. There is yet a slightly more prevalent minhag to stand throughout the entire davening.

Motzai Yom-Kippur:

  1. On Motzai Yom-Kippur we make Havdala on a cup of wine (or grape juice, beer etc.), and we make a bracha of Aish. We do not use Besamim.
    1. When Yom Kipur falls out on Shabbos there are those who do use besamim.

i.????? One should not change their Minhag either way. If one?s Minhag is to use Besamim they should continue to do so. And if one?s minhag is not to use besamim they should not start to use besamim.

  1. The fire should be from a flame that existed before Yom Kippur or that was lit from a candle that was lit before Yom-Kippur.

i.????? If one doesn?t have such a flame some of the Gedolei Acharonim (Reb Chaim Ozer, and Avodas Hamelech) say one can make it on an electric light ? on an incandescent light bulb (that was lit from before Yom-Kippur ? it is debatable whether one can use light from a light bulb that was lit after).

  1. It is questionable whether one can use fluorescent light bulbs.
  2. On Motzai Yom Kippur we do not extinguish any candles lit before Yom-Kippur.
    1. It is ok to turn off all types of electric lights.
    2. If a Yar Tzeit candle blew out during Yom-Kipur one should rekindle it after Yom-Kipur and allow it to burn out.
    3. Right after Yom Kippur we are noheg to do something towards building the Succah.
      1. Since the purpose of this is to go straight from Yom-Kippur to busying ourselves with Mitzvos, some people busy themselves with Arba Minim.
      2. Many are noheg to make a Seuda on Motzai Yom-Kippur.

Frustration with the NFL replacement referees reached a boiling point following the game, which many believe ended in an interception that would have given Green Bay, not Seattle, the win.

Monday Night Football's controversial game-ending play between the Packers and Seahawks is only the latest flap involving the NFL's use of replacement referees. And it's starting to get costly for just about everyone, except the league itself.

Start with the regular referees, who haven't taken the field because of a contract dispute with the NFL. As the lockout drags into the fourth week of the regular season, the?NFL referees have reportedly lost about $50,000 apiece so far.

Some coaches are also taking salary hits as frustration mounts over the ineptitude of the league?s replacement referees.?

Denver Broncos coaches Jon Fox and Jack del Rio were dunned $30,000 and $25,000, respectively, for ?verbally abusing? the refs during their team?s Monday night loss to the Atlanta Falcons in Week 2.?Three more coaches are ?under investigation? by the league for their behavior in Week 3.

Patriots head coach Bill Belichick joined the fray Sunday night. Trying to get an official?s attention after a questionable game-ending field goal in the Patriot?s loss to the Ravens, an exasperated Belichick pawed at the referee?s collar as he ran past. Touching a ref is a huge no-no; If Belichick were a player, he?d be suspended. As is, he?s probably looking at a steeper fine than Fox or Del Rio (many analysts guess he?ll pay $50,000).

John Harbaugh, the Ravens head coach, is also taking heat ? and a likely pocketbook hit ? for arguing with officials during that game. In a separate Sunday game, Redskins offensive coordinator Kyle Shanahan drew an unsportsmanlike conduct flag for berating a ref after a bad ?false start? call on his offense, followed by some serious clock mismanagement. Shanahan released a statement saying he ?acted the wrong way,? and probably faces a stiff fine from the league.

All of this was just prelude to last night's fireworks, when the refs handed the Seattle Seahawks a contentious Monday night win over the Green Bay Packers.

On the last drive of the game, Seahawks quarterback Russell Wilson fired a hail Mary pass into a crowded end zone, intended for receiver Golden Tate. Packers safety M.D. Jennings looked to have intercepted the pass, but then Tate, who had shoved one Packers defender to the ground with both hands (offensive pass interference, or it should have been), then latched onto the ball in Jennings? hands. Both men came down with it, and the officials ruled it a game-winning touchdown for Seattle.

Players, coaches, and analysts ? involved in the game and not ? were livid. ?I?m not talking about the officials,? Packers head coach Mick McCarthy began his post-game press conference, before adding, "Very hard to swallow. I have never seen anything like that in my time in football."

Monday Night Football analyst Jon Gruden called the game ?tragic? and ?comical.? At the risk of league fines, several Packers players vented their frustrations on Twitter. ?13th man beat us tonight,? Tom Crabtree tweeted. After a series of profanity-laden tweets, Packers guard TJ Lang dared the NFL: ?Fine me and use the money to pay the regular refs.?

Luke Donald: a 'hometown' star on the other team

(AP) ? The Ryder Cup comes to Chicago for the first time, and it's only fitting that the Windy City can claim one of the players as its own.

Luke Donald spent four years at Northwestern, winning an NCAA title and graduating with a degree in art. He married a local girl and never found reason to settle anywhere else. He lives on the North Side and suffers annually with Cubs fans. After the Ryder Cup, he and his wife will pick apples in the country for her birthday.

There's only one catch ? Donald is English.

The only "hometown" player in this Ryder Cup will be playing for the visiting team.

"Unique, isn't it?" Donald said.

This is not the first time for a Ryder Cup held in the United States to include European players who make their primary home in America ? Graeme McDowell, Ian Poulter and Justin Rose (Orlando, Fla.), Paul Casey (Scottsdale, Ariz.) and Jesper Parnevik (Jupiter, Fla.) to name a few. But those are seen as golf communities. Chicago is among the world's great sports cities, and it's one of the best golf markets in America.

It is expected to be loud at Medinah when the matches begin Friday, and there is little doubt that will give the Americans a big edge in crowd support.

So where does that leave Donald?

"The way I look at it is the home team has the biggest advantage," he said. "Just taking away 1 percent of the crowd support, that's a help to our team. And that's the way I'm looking at it. But, yeah, it's kind of odd. I don't play Medinah that much. I've played it twice in the last five weeks or something like that. I don't really go there that much. Staying in a hotel 20 miles away from where you live is kind of strange, but that's the way it goes."

Donald will have support from more than just a few friends and family members. Europeans are coming across for the Ryder Cup, too, and you'll be able to hear them singing around the first tee and belting out that "Ole, ole, ole ole" across the tree-lined course.

But it won't quite be the same as what Kenny Perry and J.B. Holmes heard at Valhalla in their native Kentucky, the reception Padraig Harrington and the Irish boys received at The K Club, Jose Maria Olazabal at Valderrama or Lee Westwood at The Belfry.

Donald is very much English. He just happens to love Chicago, which is why he never left.

He first saw the city during a brief recruiting trip in April. Donald got off the plane and saw snow covering the ground.

"I was wondering how I was going to play golf in college when it was still a little chilly out," he said. "That was my first impression. And then my coach took me around to all the courses, just amazing golf courses. I had never seen anything like that coming from England. Also just amazed at college sports in general, just how big everything was. Our stadium was 55,000, and that was considered small in college sports. That's a big Premier League football stadium in England."

It was at Northwestern that he met his wife, Diane. They started getting serious right before he turned pro, while she was still a sophomore at Northwestern. That was enough reason to stay, though not the only reason. Donald remains with Pat Goss, his coach at Northwestern. His friends outside golf are in Chicago.

Most players turn pro and move to Florida, Texas or Arizona.

Donald used to stay with friends when he went to Florida in the winter to keep his golf game sharp. Now he has a house in Jupiter and plays out of The Bear's Club when it turns cold up north. But his main home is Chicago. It's been that way for years, and probably will be for some time.

"I think you become familiar with a place," Donald said. "I had a lot of friends. My coach, Pat, was probably a big reason, too. I started dating Diane a couple months before I got my tour card, but we met when I was in college. I didn't really have any reason to go anywhere else, other than the weather. But you always stay where you feel comfortable. And I felt very comfortable in Chicago."

This isn't the first time Donald is playing a Ryder Cup on American soil. He made his debut at Oakland Hills outside Detroit in 2004 as a captain's pick, though not many paid attention. He had only one PGA Tour win at the time ? the Southern Farm Bureau Classic ? and three wins worldwide.

Donald only recently relinquished the No. 1 ranking to Rory McIlroy. Until then, he had been at No. 1 for a total of 56 weeks. Tiger Woods, Greg Norman, Nick Faldo and Seve Ballesteros are the only other players who had been No. 1 longer since the ranking began in 1986.

Even now, Donald has an unassuming manner that doesn't draw much attention. Heads don't turn when he walks into a restaurant or shows up at an event.

Donald remains active with Northwestern, particularly the golf team. He is involved with The First Tee in Chicago, along with the Ronald McDonald house. They have two young daughters, but still take time to go to restaurants, sports events, along with arts shows and museums.

"We like blending in," Diane Donald said. "Everything is so easy to get to in Chicago, and it has everything. It's kind of funny because I felt like I waited my entire life to leave Chicago, and now we have a home in Florida that's empty half the year. Luke loves being here."

Only at Medinah, he won't feel entirely at home.

The original Tekken Tag Tournament came as a stop-gap between Tekken 3 (Playstation) and Tekken 4 (Playstation 2). Now that 2009?s Tekken 6 has had some time to sink into the gaming archive, Namco has taken the Tag formula and applied it to the advances made in Tekken 5 and Tekken 6. Is Tekken Tag Tournament 2 worth your time and money? As fighting games go, there aren?t too many that can stuff as many options into a single package.

GRAPHICS/SOUND (4/5)

The Tekken series has been known for its fluid fighting animation, and there?s no drop when it comes to that standard. Fighters move like they?re in an ultra-violent dance (and slo-mo replays accentuate this fact), all over a huge range of colourful backgrounds. The fighters themselves still remain detailed, though they have a plastic-doll quality about them, especially when they talk. Fighters come with different outfits, some unlockable and some that will undoubtedly be purchasable DLC. Since the game itself has a tongue-in-cheek quality, a lot of these outfits do too (add butterfly wings to the roid-raging Paul Phoenix!). It?s not that important in terms of gameplay, but the high level of customization does add a bit of variety to the game.

Tekken music has always been raging techno and/or J-pop, and you?re not getting anything different here. However, one of the coolest additions is Tekken Tunes, which lets you play whatever music you want from your console?s local library (it won?t work with media server files, though). For me, it brought flashbacks of my high school days when I?d put on a CD, mute the TV, then play Street Fighter 2 on Sega Genesis for hours on end. It?s such a simple thing but I got a huge kick out of it ? there?s nothing quite like having an epic fight in some forbidden lava temple set to David Bowie?s ?Space Oddity.?

CONTROLS (4.5/5)

Controls are probably the most important part of a fighting game, and Tekken Tag Tournament 2 takes the ?if it ain?t broke? mentality. The traditional scheme of each face button corresponding to a limb is still intact, and there?s no change in responsiveness or the fluid nature of Tekken. Each fighting game has its own feel, and while some people feel that you can win at Tekken simply by button-mashing ? which isn?t quite as easy to pull off in, say, Street Fighter or Virtua Fighter ? Tekken has enormous depth that requires time to be properly explored. Different strokes for different folks, and for better or worse, not much has changed with this iteration?s timing or feel.

The only real addition compared to Tekken 6 is the ability to tag in and out. This is mapped by default to a trigger button as well as the right analog, though you can customize it all you want. My only complaint comes with the button customization, as button-assigned side-stepping still hasn?t returned. That?s just a minor quirk preference, but I?m not sure why Namco took it out several generations ago and never brought it back as an option when custom-mapping the buttons.

GAMEPLAY (4.5/5)

If you?re a Tekken veteran but have never played its lone Tag iteration, here?s how it goes ? you control a two-person team that allows you to tag in and out. While your character is tagged out, he/she can regain a limited amount of health (as signified in the health meter). A round is lost when the tagged-in person is knocked out, regardless if the other character has health. Tagging in/out can only take place after your character is on the ground, so there?s no way to tag out of a mid-air juggle. This makes for perilous moments when your character is nearly out of health.

While it may sound like only a marginal expansion, the tag mechanic actually adds quite a bit of new strategy, particularly because you can do tag combos based on timing. The regenerating health also leads to new ways of approaching when you want to use certain characters; in addition, your attack strategy has to change on the fly based on who your opponents are. When you combine both of those new factors, it?s possible to turn a near-death match on its head with a simple well-timed tag.

Who?s involved from the Tekken universe? Pretty much everyone ? 59 playable characters, to be exact. While some characters are merely re-skins of others, and some are simple variants of fighting styles, it?s still something that offers a ton of replayability. That?s pretty necessary, considering the fact that the single-player options are essentially training grounds for multi-player. Single-player game modes are standard fare: arcade mode, survival mode, time attack, and practice. In addition, traditional one-on-one fights can be played. If you?re looking for the traditional Tekken Force side-scroller, it?s one of the few things that didn?t make it into the package.

The heart of Tekken Tag Tournament 2 really comes in multiplayer ? and with both local and online options available, there are plenty of ways to fight. During the search for online opponents, players are loaded into a training room ? this is a significant improvement from Tekken 6?s generic ?Searching? screen and a welcome addition to pass the time.

Online mode offers ranked matches and general match-ups, though rankings are a bit deceiving since they?re based on character usage rather than overall record. That means that even though you can set a ranking range for your opponent search, it?s wildly inconsistent. On a scale from 1 to 10, I?d consider myself a 6 when it comes to Tekken. I?ve played it since Tekken 3 on the original Playstation, and I have my favourite characters which I can handily beat CPU opponents with. In the online realm, though, I seem to be a bit of an anomaly ? I?ll either get thrashed to bits or I?ll win fairly easy.

That probably has more to say about the community than the actual game, but it can be frustrating, especially since I?m used to pretty even local match-ups with a friend. Hopefully, the further we get from release, the more balanced the community will be. And the good news is that new-to-Tekken gamers have more than enough offline options to really get a feel for the franchise?s unique fighting style before they venture into the online arena.

It?s important to note that I personally experienced a bit of lag with almost all of my online matches ? not enough to really affect them, but still more than I?d like to see and much more than I?d encountered playing other games like Mass Effect 3 online. However, a quick Google search shows that I?m in the minority.

OVERALL (4.25/5)

If you like Tekken, you?ll love this game. If you?re interested in Tekken, this is the version to pick up due to its overwhelming number of options. Tekken Tag Tournament 2 is Tekken, warts and all. The difference is that it?s the kitchen-sink version with a bazillion different ways to play and just about as many characters to pick from. Fighting games don?t get much more complete ? as long as you enjoy its distinctive brand of virtual (not Virtua) martial arts.

New Standardized Forms Could Simplify Shopping For Health - KUOW

Just in time for open enrollment season ? insurance companies are required to explain health benefits in plain language. As KUOW's Ruby de Luna explains, the new requirement is part of the Affordable Care Act that takes effect this week.

Whether you're shopping for health insurance, or you get coverage through work, you'll have some new tools to help you choose. First, there will be a glossary of health insurance and medical terms. The list should be easy to read and understand.

Also, there will be a summary of benefits form. This gives a breakdown of what a health plan will cover, how much the insurance will pay, and how much would be the consumer's responsibility.

So let's say you're expecting a baby. The summary will list the hospital charges, labs, doctor fees, and other expected costs related to delivery. Then it would break down what insurance would cover, and what the consumer pays.

Stephanie Marquis is spokesperson for the state office of insurance commissioner. She says the new format should help people compare health plans.

Marquis: "Things like that will help you understand how much you're really going to pay for that plan, compared to just what you pay every month for the premium. Sometimes you may pay a lower premium but actually your out?of?pocket costs could be substantially more than if you chose a plan that maybe had a slightly higher premium."

Officials hope a standardized form will provide important information just like nutrition labels do for food.

Trader Joe's recalls peanut butter

(AP) ? Trader Joe's is recalling its house brand of peanut butter over fears of possible salmonella contamination.

The voluntary recall of Trader Joe's Creamy Salted Valencia Peanut Butter was announced Friday on the Monrovia-based company's website. No specific lot numbers are available.

Officials with the specialty grocery chain said they were acting "out of an abundance of caution," stressing that there are no confirmed reports of contamination.

Trader Joe's is offering refunds.

Salmonella can cause diarrhea, fever and abdominal cramps 12 to 72 hours after infection. The illness usually lasts four to seven days, and most people recover without treatment.
