Paterson officials upset ex-mayor got severance

Paterson officials are upset a former mayor received nearly $74,000 in severance pay when he left office in 2010.

Former Mayor Jose "Joey" Torres tells The Record (http://bit.ly/19z8jcB ) newspaper senior staff members provided the necessary special waivers to cash in on unused vacation and sick time.

Torres says he accrued the time during his eight years as mayor and 12 as councilman. He says the "demands of the job were so great," he couldn't find time for vacations.

Councilman William McKoy tells the newspaper Torres should have sought approval from the City Council.

City officials have not yet provided documents showing how many days Torres was paid for.

Riley Cooper apologizes, will not be disciplined by NFL

Philadelphia Eagles wide receiver Riley Cooper will not face supplementary discipline from the NFL in the wake of racist comments that were caught on camera.

According to ProFootballTalk.com, NFL Commissioner Roger Goodell told ESPN's Mike Greenberg and Mike Golic that the league will not take extra disciplinary action against Cooper.

"We will not be taking action separately from the club," Goodell told Mike and Mike.

Deadspin originally posted cell phone video of Cooper (WARNING: video contains strong language), who is going into his 4th season with the Eagles, using a derogatory term about black people during a rant at a concert.

Cooper apologized on Wednesday after the video came out and said that the team had already fined him. He also issued a lengthy apology on Twitter.

Software is officially a rip-off in Australia ? so what can you do?

It?s official: Australia isn?t the ?lucky country? in the IT sector. Consumers, government and industry down under are charged typically 50% more for software and hardware compared to their American counterparts.

Why is this the case and, more importantly, what can affected customers do about it?

On Monday, after a year-long investigation, the House of Representatives Standing Committee on Infrastructure and Communication finally reported on the state of IT pricing in Australia.

Microsoft products are typically 66% more expensive and Adobe products typically 42% more expensive than in the USA.

Even hardware is more expensive, with a typical markup of 46% above American prices.

In March this year, the Australian House of Representatives committee took the unusual step of summoning representatives from Apple, Microsoft, and Adobe to explain these huge price differences.

Their explanations were quite weak, to say the least. Apple blamed local copyright holders, and Microsoft said prices were set and consumers could vote with their wallets and search for the best price where ever they could find it.

International trade

We have a free trade agreement with the US, established in 2005, which:

represents a landmark in improving Australia?s trade and investment relationship with the world?s largest and richest economy, and most significant merchandise and services exporter and importer.

With this in mind, you might think these massive IT price discrepancies must be illegal ? but sadly, this is not the case.

The Australia-US Free Trade Agreement does not set prices for goods and services provided by private parties.

In addition, Australian law supports price discrimination via the Copyright Act and the Competition and Consumer Act.

There was sufficient consumer outrage that the federal parliament undertook the IT pricing inquiry which has now recommended laws be changed to allow consumers to shop around for the best price anywhere in the world. Two recommendations are:

Recommendation 9: The Committee recommends that the Australian Government consider enacting a ban on geo-blocking as an option of last resort, should persistent market failure exist in spite of the changes to the Competition and Consumer Act and the Copyright Act recommended in this report.

Recommendation 10: That the Australian Government investigate the feasibility of amending the Competition and Consumer Act so that contracts or terms of service which seek to enforce geo-blocking are considered void.

In past years consumers could import goods themselves even if it was technically illegal, but recent advances in technology allow vendors to block both purchase of and operation of products based on the computer?s IP address, which is linked to the country where the computer sits.

Credit card numbers can also be linked back to a country so it is possible to block purchases made by credit card. The ability of vendors to ?geo-locate? means they can enforce any pricing structure they want.

Is it possible to work around these barriers for Australian purchasers to get the same prices as Americans?

It may be possible but warranties may be voided, and it may be impossible to get software updates and security patches.

Some purchasers try to purchase from retailers rather than the parent company. Many retailers just want to make money and will ?forget? about rules such as not selling overseas, or checking the student status of the purchaser.

Another approach is to work through a proxy server. Proxy servers act as intermediaries between computers, and make it look like a computer is in the same country as the proxy server. For example, connecting from Australia to a proxy server in America which will make it look like the user resides in America.

Virtual private networks (VPNs) also reroute a computer?s network internet connection and change its IP address, but they provide an encrypted ?tunnel? so anyone checking out your online activities can only see that you have connected to the VPN server and nothing else.

Software purchased from the US can also be run ?in the cloud?. Using a cloud provider which looks like a US cloud causes US-bought software to happily think it?s in the US, and run properly.

A left-field approach may save a lot of money and is entirely legal: give up on expensive proprietary software and look for alternatives including free open source products.

Consumer pressure can dramatically affect how the big vendors work. Microsoft used to charged high prices for commercial use of its Internet Information Server (IIS) web server. But the free Apache web server was so good that Microsoft had to significantly reduce its price.

If enough of us start using open source products then the big manufacturers such as Microsoft will be forced to be more reasonable with their pricing.

There are some excellent free alternatives for many expensive packages. For example, a full professional Microsoft Office suite will cost you between $500 and $800 dollars. The Open Office package is rated as just as good by many reviewers and is totally free.

Personally, I know several small business owners who use Open Office throughout their enterprises. It has worked very well and saved them tens of thousands of dollars.

There are several good web sites dedicated to listing and evaluating open source software. As a start try Open Source Alternative and Open Source as Alternative.

Even governments are now looking at open source products to reduce costs, and put pressure on the big manufacturers to reduce prices. The UK government has clearly indicated a preference for open source software.

Given the huge savings to be made, other governments may follow this lead ? and maybe we should too.

H&M joins battle for U.S. e-shoppers

STOCKHOLM (Reuters) - Budget fashion retailer Hennes & Mauritz launched an e-commerce operation in the United States on Thursday, taking on rivals in the world's biggest online market.

The launch is highly anticipated and follows successive delays. But retail experts say H&M may struggle to make the kind of profits from U.S. e-commerce enjoyed by pricier rivals.

H&M has prospered in the United States without a big online presence and is mindful of the likely impact on profit margins of the high shipping and return costs associated with such a vast country.

However, with more and more shoppers buying clothes from home, the Swedish firm is speeding up its online roll-out to capture a slice of the growing market.

H&M has grown fast in recent years in the U.S., it's second-biggest market, but has twice pulled back from announced dates for the online launch, blaming unexpected complexities in setting up an operation well integrated with its stores.

Meanwhile, its main rival Inditex and others such as online e-store ASOS have expanded in the market, while Amazon is pushing further into apparel after EBay prospered with its fashion offering.

"You don't want to lose out on being the port of call for younger shoppers. So H&M should really get in there," Planet Retail consultant Isabel Cavill said.

Apparel has become one of the fastest-growing online retail segments. H&M has e-stores in eight European countries and says they are now as profitable as its bricks-and-morter shops.

In North America, a quarter of clothing sales will take place on the internet in 2030, up from 7 percent in 2011, Goldman Sachs predicts. Researcher Euromonitor International sees the U.S. online apparel market more than doubling in a decade to $41 billion in 2017.

"Generations of shoppers are growing up for whom the multi-channel is a basic expectation," said Kantar Retail consultant Bryan Roberts.

MIND THE RETURNS

H&M has been struggling to work out a viable logistics model in the country, where many shoppers expect free deliveries.

"H&M is low-price, quite low-margin and makes it work by selling very high volumes. An issue with that is very high costs for shipping and, most significantly, returns. It's a particular problem in the U.S.," Conlumino consultant Neil Saunders said.

Up to half of fashion items sold online are returned. At H&M, a shopper may well buy up to three times as many items than at Zara or ASOS. Analysts place average prices at Zara at least 40 percent above H&M's, with ASOS in between.

H&M would be wise not to charge for shipments in the U.S., consultants have said. One more likely way for H&M to support margins is to focus the website on its pricier garments.

H&M's U.S. online store offers free shipping but charges for returns. All items on offer in stores will be available on the website, said Nils Vinge, head of investor relations at H&M.

There is pent-up demand for H&M online and the launch will make a buzz after the brand became well-known. But for a latecomer to an already crowded market, it may be a challenge to lure enough shoppers already used to other sites.

"H&M will need significant volume. That's absolutely key, and that is going to take time to build. It may take years to get to a good level of profitability, also because of the cost for the infrastructure," Conlumino's Saunders said.

Inditex and ASOS ship all goods straight from home markets Spain and Britain. H&M's model is one with regional hubs, meaning bigger costs when entering some markets, but shorter shipping distances. In the U.S., it has built a hub for the online business, the running of which it has outsourced.

Bank of America Merrill Lynch estimates H&M's online sales make up about 6 percent of group turnover, which last year amounted to 121 billion Swedish crowns ($18.5 billion).

Some consultants said that, for an even wider exposure online, H&M should also sell its clothes through one of the big one-stop online shops, along the lines of a recent deal between British discount retailer Primark and ASOS.

Vinge said the chain was focusing on rolling out its own online stores, but did not rule it out. "We are very very pragmatic. We want to be where our customers are," he said.

Israel, Palestinians strive for peace deal within nine months

WASHINGTON (Reuters) - Israeli and Palestinian negotiators on Tuesday gave themselves about nine months to try to reach an agreement on ending their conflict of more than six decades in U.S.-brokered peace talks.

The two sides held their first peace negotiations in nearly three years in Washington on Monday and Tuesday, a diplomatic victory for Secretary of State John Kerry, but one that foreign policy analysts believe has low chances of success.

Flanked by the chief negotiators for both sides, Kerry said he was well aware of the doubts but described the initial talks, which focused on process rather than substance, as "constructive and positive."

Speaking after the meetings, which included a closed-door session with President Barack Obama at the White House as well as talks between the two sides without U.S. officials present, Kerry said peace was possible despite the obstacles.

"While I understand the scepticism, I don't share it," Kerry said with Israeli Justice Minister Tzipi Livni and Palestinian chief negotiator Saeb Erekat at his side, adding all so-called final-status issues to end the conflict were on the table.

""We cannot pass along to another generation the responsibility of ending a conflict that is in our power to resolve in our time," he added. "They should not be expected to bear that burden, and we should not leave it to them."

The talks will go to a second round by the middle of August, Kerry said, adding that "our objective will be to achieve a final status agreement over the course of the next nine months."

Kerry said Israel had agreed to take unspecified steps to ease the lives of Palestinians in the West Bank, which is ruled by a Palestinian Authority dominated by Abbas' Fatah faction, and the Gaza Strip, where the Islamist Hamas group holds sway.

Speaking to reporters later, a senior U.S. official declined to identify these but said they aimed to improve economic growth and added "it's more than just removing roadblocks."

LITTLE DETAIL ABOUT TALKS

U.S. officials declined to describe this week's talks in any detail, saying secrecy was vital, and they said they did not yet know whether they would take part in the talks planned within two weeks in Israel or the Palestinian Territories.

The United States is seeking to broker an agreement on a two-state solution, in which Israel would exist peacefully alongside a new Palestinian state created in the West Bank and the Gaza Strip, lands occupied by the Israelis since a 1967 war. The last direct talks collapsed in late 2010 over Israel's building of Jewish settlements in the West Bank.

The major "final status" issues to be resolved include borders, the future of Jewish settlements in the West Bank, the fate of Palestinian refugees and the status of Jerusalem.

Livni, the chief Israeli negotiator, sought to cast the talks in a positive light.

"It's going to be hard, with ups and downs. But I can assure you that ... in these negotiations, it's not our intention to argue about the past, but to create solutions and make decisions for the future," she said.

Erekat said it was time to end the conflict. "Palestinians have suffered enough, and no one benefits more from the success of this endeavour more than Palestinians," he said. "It's time for the Palestinian people to have an independent, sovereign state of their own."

The resumption of negotiations is a rare moment of good news in the Middle East for the Obama administration, which has struggled to formulate a policy to try to end the civil war in Syria or to facilitate a democratic transition in Egypt.

Kerry, who has prodded and coaxed the two sides to resume negotiations in a flurry of visits to the Middle East during his less than six months in office, urged the Israelis and Palestinians to embrace "reasonable, principled compromise."

ABBAS UNDERLINES TOUGH ISSUES

However, Palestinian President Mahmoud Abbas pointed to some of the tough issues still to be discussed, saying no Israeli settlers or border forces could remain in a future Palestinian state and that Palestinians deem illegal all Jewish settlement building within the land occupied in the 1967 Middle East war.

"In a final resolution, we would not see the presence of a single Israeli - civilian or soldier - on our lands," Abbas said in a briefing to mostly Egyptian journalists.

Foreign policy experts voiced deep doubts about the chances of success for the peace talks, the latest in a long series of U.S.-brokered efforts that have so far failed, including former President Bill Clinton's 2000 Camp David push.

Among the many obstacles to any agreement are split opinions within both the Israeli and Palestinian publics.

Resuming talks is unpopular among some of Abbas' supporters in Fatah, let alone Hamas, which has condemned the effort. The politics are also difficult for Israeli Prime Minister Benjamin Netanyahu, with some of his coalition partners opposed to creating a Palestinian state.

"The two warning signs for me are, first, you don't have the beginning of permissive politics in either Israel or Palestine," said Jon Alterman, head of the Middle East program at the Center for Strategic and International Studies think tank. "This is not a diplomatic problem. It is fundamentally a political problem."

Second, "a secretary of state is only as effective as the president he works for wants him to be and the president's body language has been to focus on the domestic economy and on disentangling the United States from wars in the Middle East," he added.

Music and fountain penIt?s a common question that songwriters tend to get: how do you start your songs? Are you a melody-first, lyrics-first, or chords-first songwriter? There is of course another possibility: you use a mixture of many different ways. You might create a bit of lyric, and then work out how you might set it to a melody and chords.

If you work out your music by focusing at different times on different elements ? lyrics, chords, melody, etc. ? you help build a nice sense of cohesion and balance into your music. Also, when you constantly turn your attention from lyric to melody to chords, you also lessen the possibility of writer?s block.

And here?s another benefit that applies particularly to the creation of song melodies: when you speak your lyric out loud, you start to hear melodic shapes. Those shapes can then translate into full melodies that sound strongly tied to the words you are setting.

Here are some ideas for doing that:

  1. Make a copy of your lyric.
  2. Speak your lyric out loud in a normal, reciting voice.
  3. Speak your lyric again, using a more melodramatic tone of voice. If certain words sound like they should be accentuated, allow your voice to rise dramatically in pitch. Then circle those high-sounding words on your lyric sheet.
  4. Speak your lyric again in the same melodramatic tone of voice. Some words will sound longer than others. Circle the longest words. (In some cases you will be circling the same word twice ? once for high pitch, and again for long rhythm.)
  5. Study the circled words. Words that are circled twice are key words that will require a special place in your melody. Those words will usually sound best when placed high in pitch, with a longer rhythmic value than other words.
  6. Speak your lyric again with the rises and falls that you used when you read it melodramatically. You should start to hear melodic ideas that match the gestures of your reciting. Improvise melodies that work well with your lyric.
  7. Pick up your guitar, or sit at a keyboard. Try to accompany your improvised melodies with one or two chords.

At this point, your song should be taking shape, and you?ll love how the melody just seems to be ?spiritually linked? to the lyric. It should all sound and feel pleasantly pulsed and natural.

The benefit to working out a melody this way is that it sounds as though the melody was written with the lyric in mind, which is of course what you?ve done. There is something very important about that kind of melodic-lyric relationship that really works well. (You can just imagine Leonard Cohen doing that with his chorus of ?Hallelujah?)

Twitter may be staffing up for IPO

A USA Today report says Twitter is looking to hire a financial reporting manager to help it file for an IPO, despite CEO Dick Costolo's dismissal of talk of going public in the near future.

A job posting found by a USA Today reporter on LinkedIn may indicate that Twitter is staffing up for an IPO.

A story posted Monday night on USA Today said that Twitter posted an opening for a financial reporting manager whose responsibilities would include helping to file the company's IPO prospectus with the Securities & Exchange Commission.

A check on Tuesday morning though found no such posting on LinkedIn nor among jobs posted on the San Francisco-based micro-blogging company's website. Twitter didn't immediately respond to a request for comment.

All Things Digital reported last week that its sources indicate an IPO filing could come by the end of the year and Twitter could debut on Wall Street in 2014.

Twitter officials have downplayed their plans, with CEO Dick Costolo saying recently that the company isn't focused on an IPO.

Meanwhile, it appears that Twitter is staffing up its new office in Sunnyvale where it is expected to have 30 to 40 people. It has posted an opening for a "Software Engineer, Core Runtime Diagnostics" for that location.

In case that sounds like a rather dry job, among the desired skills on the posting are that, "You are awesome, passionate, and nice."

Man arrested over Twitter abuse of MP and campaigner

Police in England have arrested a 25-year-old man on suspicion of harassment after Twitter abuse was aimed at feminist campaigner Caroline Criado Perez and MP Stella Creasy.

Both women have complained about being sent vicious tweets on the site in the past week.

Ms Criado Perez, from north London, found herself at the centre of a public furore after she launched a campaigned to have a woman?s picture printed on a new banknote.

The Irish Times takes no responsibility for the content or availability of other websites.

This led to the announcement that Jane Austen would feature on the new ?10 note from 2017 but also drew her a litany of depraved messages from social networkers. Ms Creasy was sent similarly vicious tweets when she spoke out in support of the campaigner.

A Scotland Yard spokesman said: ?Today, Northumbria Police arrested a 25-year-old man on suspicion of harassment. This arrest will form part of two ongoing MPS investigations relating to allegations made to police by two separate victims, who made reports of malicious communication to police on 25th and 29th July.?

Ms Criado Perez, 29, has said Twitter needs to ?get a grip? on security. She said the social network was ill-equipped to handle episodes of sustained abuse and needed to work more closely with police to deal with internet trolls. Ms

Ms Criado Perez met Twitter directors last night along with Ms Creasy, who received a similar torrent of abusive messages after she offered support to the freelance journalist.

?This will have been a wake-up call for Twitter,? she said. ?It will hopefully have led them to realise that they are not equipped to deal with this kind of thing properly. ?They need to get a grip and figure it out.?

Twitter bosses look set to face questions from MPs when the Culture, Media and Sport Committee examines issues surrounding child protection in the Autumn.

University-Backed Businesses That Put Students in the Driver's Seat ...

Today?s aspiring-student entrepreneurs don?t just want to read a textbook about entrepreneurialism, they want to get their hands dirty. Fortunately for them, universities across the U.S. are now giving them a plot to dig in. To augment the concepts and skills students pick up in the classroom ? and meet the rising demand from aspiring college entrepreneurs ? institutions of higher education are giving ambitious students a taste of entrepreneurialism by allowing them to run their own campus businesses. There?s the University of Colorado?s Trep Caf?, which was started by undergraduate students in 2005. Georgetown University?s credit union is completely student run. The University of Massachusetts has a total of eight student-run businesses on campus including a copy shop and snack bar. Further, at Chicago?s Loyola University, for example, students can choose to operate one of three campus businesses. There?s the campus-based hotel The Flats at Loyola Station , a bike-rental and repair business called ChainLinks and Felice?s Roman Style Pizza are comprised strictly of undergraduate students seeking to gain practical knowledge of running a small business. Vincenzo Sposito started out flipping pizzas in Felice?s Roman Style Pizza before working on the administration team as a finance associate and now heading into his senior year is the company?s president at 21-years old. ?You read about this stuff in textbooks, but it?s a completely different experience when you?re making those decisions about an actual business,? he says. ?Making those decisions, feeling the consequences of every decision you make; that?s something that can?t be taught. You have to experience it.? Sposito also credits his time at Felice?s with influencing his course selection. A student of finance, Sposito says he added information systems to his studies to his course load. ?I realized our databases needed some cleaning up and in doing that it helped me streamline what I wanted to study,? he says. Though the experience has been fruitful for many students, the businesses themselves often struggle under their revolving cast of owners. ?If you?re a small-business owner who has been working in the business for three years every day, you know your business up, down, left and right,? says Ferrera. ?Once these students [reach that point], they turn around and graduate, so it takes the businesses a lot longer to reach a point of profitability.? Loyola has attempted to address the high turnover issue by rolling students through various positions in the companies to allow for knowledge to be passed down from predecessors. ?The program?s ultimate goal is to have a student join us freshman year as a pizza artist at Felice?s and work themselves all the way to the president of the company their senior year,? says Ferrera. Plus, the university is helping students avoid time-management issues by insuring students have clear job descriptions. At Felice?s, Sposito has an inventory manager, brand manager, store operations manager and customer relations manager. ?Being able to spread tasks amongst everybody and making sure their responsibilities remain clear really helps out in the long run,? he says. Facebook climbs toward IPO price

Facebook Inc. rose to the highest price since May 2012, the month of its initial public offering, amid optimism that the world?s largest social network can bolster sales from mobile advertising.

The stock jumped 3.8 percent to $35.33 at 2:55 p.m. in New York, the highest intraday price since May 21, 2012, its second trading day.

The share price rise is a turnabout for Facebook, which hasn?t closed above the $38 IPO price since the day of its public debut. Its stock slumped as low as $17.55 in September. Concern about Facebook?s ability to sell more ads for wireless devices weighed on the shares after its $16 billion IPO, the largest technology offering on record. In a sign that Chief Executive Officer Mark Zuckerberg is now making progress in mobile, Facebook last week reported that ads on smartphones and tablets generated 41 percent of revenue in the second quarter, up from 14 percent a year earlier.

?I would feel a lot more comfortable owning the stock here? than when Facebook held its IPO, said Youssef Squali, an analyst at Cantor Fitzgerald, who recommends buying the shares.

After today?s rally, the Menlo Park, California-based company is now trading at about 152 times earnings. That?s more expensive than all but five companies in the Standard & Poor?s 500 Index, according to data compiled by Bloomberg. A higher ratio can signal that investors think the company may report stronger earnings growth in the future.

?It?s clear from the pricing at the time of the IPO that the market didn?t really understand Facebook?s business,? said Brian Wieser, an analyst at Pivotal Research Group LLC who has a buy rating on the shares.

Michael Buckley, a spokesman for Facebook, declined to comment.

While Google Inc. accounts for more than 50 percent of the world?s mobile-ad market, it?s now growing more slowly than Facebook. Internet-search ads ? Google?s biggest strength ? are less effective on mobile screens than on desktops, according to Scott Kessler, an analyst at S&P Capital IQ in New York.

Facebook?s mobile application has gained support from advertisers because it more closely ties ads to the activities of its 819 million users, said Michael Pachter, an analyst at Wedbush Securities Inc. in Los Angeles. Facebook has 1.15 billion members in total ? including people who just use it on desktop computers.

?The existence of a Facebook app on your phone makes you more likely to check on it day in and day out,? Pachter said.

Facebook Exchange, a service that lets advertisers target users based on their Web-browsing history, is also helping to boost sales, according to Squali, the Cantor Fitzgerald analyst.

?We see two huge areas in Facebook?s growth ? one is mobile, the other is what they?re doing with Facebook Exchange,? Squali said. ?They?re already driving literally billions and billions of impressions per day. It?s growing very, very quickly.?

Using student loans to pay credit card debt, grad school edition

My partner and I have about $8k in credit card debt, built up over the last 10 years of undergrad followed by underemployment. I'm starting graduate school in the fall, with a fully-funded research assistant position and tuition waivers. I am thinking about borrowing ~$10k of the federal direct student loans I've been offered in order to pay down the credit card debt. What should I be considering?

At first glance, it seems like a no-brainer; all of our credit card debt is held at ridiculously high interest rates, and the expensive payments keep us living paycheck to paycheck and make it impossible to save. The student loan interest rate is fixed, there are income-based repayment plans, and they offer generous forbearance options (at least compared to the credit card companies). The only downside to this plan that I can see is that student loan debt cannot be discharged in bankruptcy. The credit card debt is our only debt (other than my student loans from undergrad), we don't have kids or a house, and I don't see us declaring bankruptcy anytime soon. I know this is just borrowing from Peter to pay Paul and won't solve our long-term financial issues, but when Peter offers great terms and Paul takes 1/3 of your money every month, it's hard to resist.

What else am I not considering? Have you done this and did it work out? I acknowledge that this might be against the precise letter of the law of my student loan terms, but for argument's sake let's assume I'm ethically OK with using my loan funds for slightly off-label purposes as long as the funds are still used responsibly (no lavish spring break trips or coke binges).

Bonus question - how does an RA/TA stipend generally count against expected family contribution for financial aid purposes? I'm assuming it doesn't affect this year's aid offer, but that all that taxable income will increase my EFC next year - please let me know if that isn't how it worked for you.

(AP) ? A remarkably candid Pope Francis struck a conciliatory stance toward gays Monday, saying "who am I to judge" when it comes to the sexual orientation of priests.

"We shouldn't marginalize people for this. They must be integrated into society," Francis said during an extraordinary 82-minute exchange with reporters aboard his plane returning from his first papal trip, to celebrate World Youth Day in Brazil.

"If someone is gay and he searches for the Lord and has good will, who am I to judge?" the pope asked.

Francis' first news conference as pope was wide-ranging and open, touching on everything from the greater role he believes women should have in the Catholic Church to the troubled Vatican Bank.

While his predecessor, Pope Benedict XVI, responded to only a few pre-selected questions during his papal trips, Francis did not dodge a single query, even thanking the journalist who asked about reports of a "gay lobby" inside the Vatican and allegations that one of his trusted monsignors was involved in a gay tryst.

Francis said he investigated the allegations against the clergyman according to canon law and found nothing to back them up. He took journalists to task for reporting on the matter, saying it concerned issues of sin, not crimes like sexually abusing children. And when someone sins and confesses, he said, God not only forgives ? he forgets.

"We don't have the right to not forget," he said.

While the comments did not signal a change in Catholic teaching that homosexual acts are "intrinsically disordered," they indicated a shift in tone under Francis' young papacy and an emphasis on a church that is more inclusive and merciful rather than critical and disciplinary.

Francis' stance contrasted markedly with that of Benedict, who signed a document in 2005 that said men who had deep-rooted homosexual tendencies should not be priests.

Gay leaders were buoyed by Francis' approach, saying the change in tone was progress in itself, although for some the encouragement was tempered by Francis' talk of gay clergy's "sins."

"Basically, I'm overjoyed at the news," said Francis DeBernardo, executive director of the U.S.-based New Ways Ministry, a group that promotes justice and reconciliation for gay, lesbian, bisexual and transgender people and the wider church community.

"For decades now, we've had nothing but negative comments about gay and lesbian people coming from the Vatican," DeBernardo said in a telephone interview from Maryland.

The largest U.S. gay rights group, Human Rights Campaign, said in a statement that the pope's remarks "represent a significant change in tone."

Still, said Chad Griffin, the HRC president, as long as gays "are told in churches big and small that their lives and their families are disordered and sinful because of how they were born ? how God made them ? then the church is sending a deeply harmful message."

In Italy, the country's first openly gay governor, Nichi Vendola, urged fellow politicians to learn a lesson from the pope.

"I believe that if politics had one-millionth of the capacity to ... listen that the pope does, it would be better able to help people who suffer," he said.

Vendola praised the pope for drawing a clear line between homosexuality and pedophilia. "We know that a part of reactionary clerical thought plays on the confusion between these two completely different categories," he said.

Francis also said he wanted a greater role for women in the church, though he insisted "the door is closed" to ordaining them as priests. In one of his most important speeches in Rio, Francis described the church in feminine terms, saying it would be "sterile" without women.

Funny and candid, Francis' exchange with the media was exceptional. While Pope John Paul II used to have on-board talks with journalists, he would move about the cabin, chatting with individual reporters so it was hit-or-miss to hear what he said. After Benedict's maiden foreign voyage, the Vatican insisted that reporters submit questions in advance so the theologian pope could choose three or four he wanted to answer with prepared comments.

Francis did not shy away from controversial topics, including reports suggesting that a group of gay clergymen exert undue influence on Vatican policy. Italian news media reported this year that the allegations of a so-called "gay lobby" contributed to Benedict's decision to resign.

"A lot is written about this gay lobby. I still haven't found anyone at the Vatican who has 'gay' on his business card," Francis said, chuckling. "You have to distinguish between the fact that someone is gay and the fact of being in a lobby."

The term "gay lobby" is bandied about with abandon in the Italian media and is decidedly vague. Interpretations of what it means have ranged from a group of celibate gay priests who are friends, to suggestions that a group of sexually active gay priests use blackmail to exert influence on Vatican decision-making.

Stressing that Catholic teaching calls for homosexuals to be treated with dignity and not marginalized, Francis said he would not condone anyone using private information for blackmail or to exert pressure.

The Rev. James Martin, a Jesuit author and commentator, saw the pope's remarks as a sign of mercy. "Today Pope Francis has, once again, lived out the Gospel message of compassion for everyone," he said in an emailed statement.

Speaking in Italian with occasional lapses in his native Spanish, Francis dropped a few nuggets of news:

? He said he is thinking about traveling to the Holy Land next year and is considering invitations from Sri Lanka and the Philippines.

? The planned Dec. 8 canonizations of Popes John Paul II and John XXIII will likely be changed ? perhaps until the weekend after Easter ? because road conditions in December would be dangerously icy for people from John Paul's native Poland traveling to the ceremony by bus.

Francis also he solved the mystery that had been circulating since he was pictured boarding the plane to Rio carrying his own black bag, an unusual break with Vatican protocol.

"The keys to the atomic bomb weren't in it," Francis quipped, referring to the case that accompanies U.S. presidents with nuclear launch codes. The bag, he said, contained a razor, a prayer book, his agenda and a book on St. Therese of Lisieux, to whom he is particularly devoted.

"It's normal" to carry a bag when traveling, he said, displaying a simplicity of style that separates him from previous pontiffs, who until a few decades ago were carried around on platforms.

"We have to get used to this being normal."
